About this role

Job Summary:

The Facilities and Operations Manager is responsible for the planning, coordination, maintenance, and oversight of Laboratory Animal Resource Center (LARC) facilities, equipment, and operational infrastructure across multiple campus locations. This position ensures the reliability, safety, compliance, and functionality of specialized animal research facilities, including animal housing environments, mechanical systems, sanitation processes, and capital equipment. The incumbent serves as a key liaison between LARC leadership, campus facilities departments, contractors, architects, engineers, researchers, and regulatory stakeholders to support a high-quality research environment.

The position oversees facility operations spanning 14 campus locations with approximately 182,673 square feet of research and animal care space and manages maintenance activities associated with more than $27 million in capital equipment assets.

Department Overview

The Laboratory Animal Resource Center (LARC) is a recharge department providing veterinary care and housing services for all animals used in biomedical research and teaching. LARC provides veterinary medical care and husbandry services, assures compliance with laws and regulations concerning the use of animals in research, and veterinary medical advice to UCSF researchers.

Facility Operations & Maintenance- Coordinates maintenance and repair of equipment and systems with managers and supervisors for all LARC facilities, including cages and pen systems for housing animals, heating; ventilation and air conditioning; automatic watering systems; high vacuum autoclaves, tunnel and rack washers; bio clean and ventilated caging systems and laminar flow changing stations. Responsible for assigned maintenance activities in such a manner that maximum effectiveness is obtained for the proper maintenance of machinery within projected costs/budgets. LARC’s facilities include 14 separate campus locations, with an approcimate square footage of 182,673 ft. Coordinates renovation/construction process with internal/external resources, including architects, engineers, electrical and HVAC specialists. Reviews and analyses technical information including drawings, specifications, technical reports, and engineering data.

 

  • Assess and oversees the repair of damaged areas within the facilities
  • Manages environmental control systems within the facilities
  • Coordinates with Finance to verify and approve invoices related to facility maintenance
  • Coordinates and recommends to LARC Director on the purchasing of equipment, supplies, and maintenance matters
  • Serves as department interface with Facilities and Capital Projects departments. Works with organization occupants to plan space that accomodates nonroutine systems and/or research or specialized equipment, and hazardous materials storage and disposal.
  • Establishes and maintains record-keeping
  • Maintain facility data in an organized datavase
  • Provide consultation and project planning to a variety of stakeholders (engineers, architects, researchts, LARC management) and on all new facility renovation and contruction projects, including hight specialized BSL 3 rooms, new species housing requirements, and casewash/tunnel wash areas
  • Provides input and data for AAALAC program description and similar doucments
  • Ensures that sanitation and environmental quality control testing is done appropately
  • Coordinate projects with multiple units throught the enterprise to provide a safe and secure facilities environment

Capital Assets, Equipment Inventory, and Procurement Management – LARC has over $27 Million in capital equipment inventory

Assists Husbandry Managers & Supervisors with quality control assurance monitoring standards and recordkeeping for essential equipment. Develops plans for equipment maintenance schedules through optimum utilization of facilities and personnel

  • Ensure that all equipment is fully functional
  • Maintains equality control review and inventory of all facility maintenance data
  • Actively coordinates and manages preventative maintenance for all facility equipment systems
  • Conduct, oversee and monitor sanitation, water, and similar quality control testing and assessment techniques (such as ATP or RODAC) testing. Includes monitoring the testing results for all locations, including lab based tests
  • Shceules, implements, and oversees the repair of broken equipment, faulty systems
  • Responsible for proper storage of equipment off-site. Establishes processes and procedures for retrieval of equipment
  • Establishes and maintains relationships with vendors
  • Coordinates with vendors on the ordering and installation of new equipment
  • Ensures facility equipment is appropriately calibrated and maintained, including oversight for Department’s vehicles and transport program

  • As directed, provide oversight or back-up supervision of specific animal care staff
  • Provide direct supervision to supervisor for the weekend staff at all facilities
  • Perform occasional husbandry duties as directed
  • Review and develop SOP’s as needed and as directed

Qualifications

Required Qualifications:

  • Two years college in Liberal Arts study or equivalenet education and experience in facility operations
  • 9 years of directly related experience in facility operations
  • Knowledge of Environmental Health & Safety (EH&S), USDA, AAALAC, NIH, FDA-GLP, state, local, and UCSF requirement sin housing and care of animals in teaching and biomedical research to ensure the highest standard for animal welfare
  • Advanced knowledge related to vivarium space planning; including building space planning, codes, capacity, security, fire safety, organization and departmental principles and procedures in risk assessment and evaluating risks as to likelihood and consequences.
  • Skilled in all aspects of animal care, large and small, and an excellent working knowledge of all LARC areas and the times needed to complete the tasks in those areas.
  • Experience with nonhuman primates.
  • Knowledge of latest equipment, automaton techniques, computerization systems used in animal husbandry operations.
  • Knowledge of animal behavior, restraint and handling to ensure animals and those working with them are not injured
  • Highly developed interpersonal and written and verbal communication skills. Demonstrated ability and skills in working collaboratively and influencing others
  • Advanced and effective skills to multi-task and prioritize projects effectively
  • Flexibility to rotate as needed to all vivarium and other job-related functions and to work with different supervisors
  • Computer and database competency
  • Valid California Driver’s license (or within 30 days for out of state incumbents) and participation in the Department of Transportation Pull-Notice System
  • Valid California Driver’s License
