Brief Job Description:
Under the general supervision of the CLASS Manager, this individual serves as the Lead for the team of System Analysts supporting multiple HHSC applications such as CLASS, CLASSMATE, and the Public & Provider applications within the HHSC IT Regulatory Services Division. Performs lead and oversight activities for daily operations including production systems maintenance; leading testing initiatives for new, replacement and enhancement software development efforts. Work involves establishing short-term, mid-term, and long-term goals and objectives; developing schedules, priorities, and standards for achieving established goals. Leads technical and professional staff consisting of System Analysts by planning, assigning and monitoring work; train, mentor, and coordinate employee leave to minimize impact on daily operations; and assist the CLASS Manager in hiring new employees. Works under minimal direction with extensive latitude for the use of initiative and independent judgment. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours is required. Occasional weekend work is required. Travel to other work location may be required. Attends work on a regular and predictable schedule in accordance with agency leave policy, and performs other duties as assigned.
Selected candidate must be willing to work onsite from an HHS office located in Austin, Texas designated by the hiring manager.
Essential Job Functions (EJFs):
Business Analysis (15%)
• Participates and facilitates Requirements Gathering with internal and external stakeholders.
• Identifies, analyzes, and articulates business and functional requirements for HHSC systems utilized by Child Care Regulation (CCR) and the Centralized Background Check Unit (CBCU).
• Identifies and/or documents As-Is, To-Be Functionality and performs gap analysis in Business Processes or System Functionality.
• Documents Workflows and Business Processes as needed.
• Maintains knowledge of requirements gathering disciplines such as Use Case methodology.
• Writes, edits, and/or revises a variety of technical specifications, translate business requirements into functional design and develop test plans.
• Collaborates with systems analysts, project manager and subject matter experts to collect and interpret input from IT or other departmental personnel.
• Utilizes excellent writing and analytical skills.
Systems Analysis (15%)
• Assists developers and participates in the technical analysis, design, functional testing of new development and existing product maintenance.
• Writes and maintains Service Delivery Documentation and change requests.
• Performs Data Mapping as needed.
• Participates in advanced System Analysis as needed.
• Maintains knowledge of the System Development Life Cycle (SDLC).
• Maintains knowledge of the Project Management Lifecycle (PMLC).
• Provides knowledge transfers and mentorship in Systems Analysis to the Functional Analyst team.
Project Management and Support (10%)
• Acts as a Subject Matter Expert (SME) for HHSC applications used by CCR and CBCU.
• Learns external systems which interface with internal applications as needed.
• Attends Project Status meetings as needed.
• Provides ad-hoc Status Reports to Management staff.
Operations and Maintenance (10%)
• Provide Tier 3 level support to the Program Support Customer Support Desk.
• Conducts demos and training sessions for internal and external stakeholders (Program Areas, Other State Agencies, Vendors).
• Has extensive knowledge of primary applications (IMPACT, CLASS, CLASSMATE, and Public & Provider).
• Leads and organizes Release-related activities for SA team.
Quality Assurance (15%)
• Follows agency guidelines and best practice standards by following the SDLC and PMLC methodologies.
• Identifies and promotes best practices and guidelines for Testing Methodologies.
• Researches and identifies new testing tools to improve efficiency.
• Works jointly with other analysts/developers to establish system design needs.
• Identifies and meets the business needs of agency stakeholders and maintain system and data integrity.
• Engage in Integration, System, Regression, and User Acceptance Testing to include test planning, test script development and execution, analyzing test data and analyzing expected results.
• Monitors Testing progress during all test phases and ensures testing is on schedule.
• Investigates, documents, and tests for system errors in applications.
• Demonstrates ability to use Agency approved tools (SQL, ALM, Visio, and additional tool sets as directed by CLASS management).
• Reviews and approves testing artifacts such as Test Plans, Requirements Traceability Matrices, Test Reports, Schedules, and other deliverables.
Team Leadership (20%)
• Mentors and provides on-the-job-training to new hires.
• Promotes team synergy.
• Establishes working relationships with program areas.
• Leads Projects or other initiatives (Enhancements, Defects, Research requests) as needed.
• Estimates Testing Level of Effort.
• Performs Risk Analysis as needed.
• Works independently with minimal supervision.
• Identifies and resolves complex, Project-related issues such as Scope, Risk, Schedule, and Communication.
• Assists CLASS Manager with identifying training needs for members of the SA Team.
Professional Development (10%)
• Completes agency-related training as required.
• Attends additional trainings related to Essential Job Functions (Business Analysis, System Analysis, and other trainings as approved by CLASS management).
• Acquires additional skills in the use of Agency approved tools (SQL, Visio, and additional tool sets as directed by SA management).
• Assists the CLASS Manager by providing Trainings and Brown Bags when possible.
Other Duties as Assigned (5%)
• Performs other duties as assigned required to maintain unit operations.
• Provides Release support outside normal working hours.
Knowledge Skills Abilities:
Knowledge of: Daily management of business software applications, effective management principles, Software Development Life Cycle (SDLC) Methods, Project Management Life Cycle (PMLC), process improvement methods, and PMLC processes, technical development and production/test environments.
Skill in: Effective organization and team leadership, team facilitation; effective listening, verbal and written communication to include presentations; office productivity software, use of database tools (i.e SQL).
Ability to: Plan, assign, and guide the work of others; develop testing estimates, analyze, coordinate and solve complex problems; handle multiple work efforts and meet deadlines with minimal supervision; review and approve SDLC work products, including Requirements Analysis, Design Specifications, Testing Strategies and Test Plans, etc; effectively organize and present complex technical information, both orally and in writing; effectively work both independently and with others in a team setting; establish goals and objectives.

Initial Screening Criteria:
- Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field is preferred.
- Minimum of 3 (three) years of experience with Agile software development methodologies, Software Development Life Cycle (SDLC) environment is preferred.
- Minimum of 3 (three) years of experience designing, developing, implementing, and executing Test Automation Framework in UFT/Selenium or similar technologies is required.
- Minimum of 3 (three) years of experience designing, developing, implementing, and executing manual test cases is required.
- A minimum of two (2) years of experience working with relational databases including Microsoft SQL Server, Oracle Database, MySQL, or IBM DB2 or similar technologies is required.
- At least one (1) year of experience analyzing and presenting data is preferred.
