The Responsibilities of the Local Partnership Fiscal Analyst:

Under general supervision of the Local Partnership Fiscal Director, the Local Partnership Fiscal Analyst will serve as the primary liaison with local non-profit partnerships and SC First Steps (SCFS) staff. Assists partnership directors and staff with budget development, budget management, creation and interpretation of financial reports and analyses, cash flow management and other aspects of financial management. Monitors expenditures of state funds for adherence to budget and to fiscal and operating policies and procedures.

Requires knowledge of the principles, practices, theories, and terminology of accounting and financial reporting, banking, budgeting, cash flow management and other financial management. Requires proficiency in Excel and MS Word. Strongly prefer in-depth understanding of budgetary concepts, internal controls over procurement and accounts payable processes, and audit processes. Must be able to work independently, possess very strong interpersonal skills and communicate very effectively both verbally and in writing. This is an outward-facing role that requires excellent customer service skills. Prefer experience with Sage Intacct or other similar accounting systems preferred. Experience with non-profit or government accounting. Must be able to demonstrate and promote inclusive and cross-cultural competence.
  • Primary liaison between selected local First Steps partnerships, the accounting firm processing their revenue and expenditure transactions, and SCFS staff regarding local partnership budget development, budget management, creation and interpretation of financial reports, analyses and reconciliations, cash flow management and other aspects of financial management. Generate accounting system reports to ensure accuracy of inputs and provide daily, customer-focused guidance to local partnership Executive Directors (EDs) regarding all the foregoing activities in the context of maintaining compliance with the terms of their funding grants. Also advise EDs regarding new and planned changes in policies, procedures and grant requirements. Ensure proper support from the accounting firm providing accounting, payroll and reporting services. 
  • Work in conjunction with the state office programmatic staff to review and approve the assigned First Steps local partnership budgets during the annual renewal process. Load budgets into accounting software and complete any necessary budget adjustments during the fiscal year.Serves as frontline support for local partnerships on Sage Intacct accounting system. Provides training and support to local partnership EDs and the accounting firm on the use of Sage Intacct, produce and review financial reports and local partnership revenues and expenditures. Conducts on-site visits to selected local partnerships, when practical, to establish and maintain rapport with local partnership staff to provide financial training and support.
  • Monitor expenditures, auditing transactions as necessary, to ensure uses of funds adhere to budget and comply with established fiscal and operating policies and procedure.
  • Produce monthly reports to monitor local partnership spending in relation to approved budgets. Ensure significant variances in revenue and expenditure versus budget are promptly and appropriately explained and initiate appropriate follow-up when they are not. Meet with supervisor at least quarterly to discuss trends, report findings, and corrective actions.
  • Performs other assigned duties as required.




Position Duties

  • A bachelor's degree in accounting or other related areas, such as auditing or finance. Requires at least three years of experience in preparing financial reports and in completing accounting and financial analyses and account reconciliations and documenting these activities in readily understandable fashion. At least one year of experience working in accounts payable and/or auditing is also preferred. Requires a customer-focused, service-oriented outlook.

  • Ability to plan and organize work activities and prioritize task completion according to schedules and goals.
