About this role
I. Job Summary
Performs highly complex managerial work administering daily operations and activities of the Training and Leader Development Division. Work involves establishing goals and objectives; developing guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under limited supervision with moderate latitude for the use of initiative and independent judgement.
II. Essential Functions
A. Manages the activities of staff in the Training and Leader Development Division; plans, implements, and evaluates policies and procedures; develops guidelines, policies, procedures, rules, and regulations; and monitors compliance with policies and procedures.
B. Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; develops and implements techniques for evaluating program support activities; manages evaluation of program activities to ensure continuous process improvement; and identifies areas in need of change and makes recommendations to improve operations.
C. Prepares management and productivity reports and studies; oversees special investigations, internal audits, and research studies; and develops and evaluates budget and fiscal department operations and activities.
D. Provides professional coaching training and direct coaching services to agency staff; develops curriculum, and instructional materials; and ensures coaching initiatives align with organizational leadership development goals.
E. Collaborates with other training proponents to integrate and embed coaching methodology into supervisor and leadership training programs; provides technical guidance in the program areas; and represents the program at meetings, hearings, conferences, and on committees.

III. Minimum Qualifications
A. Education, Experience, and Training
1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Criminal Justice, Business Administration, Public Administration, Behavioral Science, Education, or a related field preferred. Each year of experience as described below in excess of the required nine years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
2. Nine years full-time, wage-earning program administration, criminal justice, public administration, or staff development experience to include four years in the supervision of employees.
3. Governmental experience preferred.
4. Teaching or training experience preferred.
5. Must have or be able to obtain a professional coaching certification from the International Coaching Federation (ICF) or equivalent credential from a nationally recognized credentialing body, within twelve months from the date of employment.
Must maintain a valid professional coaching certification for continued employment in the position.
Selected applicants without the required certification must sign a Credential Contingency Agreement that will remain in effect only until the initially established expiration date. Failure to comply with this contingency statement will result in separation from employment. Credential Contingency Agreements will not be extended or renewed as a result of an employee’s separation from employment or acceptance of another position.

IV. Additional Requirements with or without Reasonable Accommodation
A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
B. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
C. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
