The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill Medicaid Rural Health Transformation Grant Program Supervisor. This full-time (Anticipated 5-year project) position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. During your initial training period you will be required to be in the office 2 days a week for the first six weeks as part of the onboarding and training period. After you’ve completed your initial training, you may have the option to work from home four days a week but, would be required to be in-office based on business needs. While we’re happy to offer this balance of in-office connection and telework flexibility, this isn’t a fully remote position. To be eligible, you’ll also need to reside in the state of Washington. Position Overview
This role provides statewide leadership for the Rural Health Transformation Grants, supporting school districts in strengthening and sustaining school-based health and behavioral health services through Medicaid.
The position focuses on helping districts build the systems needed to participate successfully in Medicaid programs, including billing, documentation, staffing, and care coordination. It includes managing grant awards, supporting readiness and implementation, and providing practical guidance, training, and ongoing technical assistance.
Working in close partnership with the Washington State Health Care Authority, this role helps align education and health systems while expanding access to services and strengthening long-term sustainability, particularly in rural communities.
A component of this role is regular statewide travel to work directly with districts, provide in-person support, build relationships, and ensure implementation reflects local context and needs.
Key Responsibilities
- Administer and oversee the Rural Health Transformation Grant Awards, including award management through OSPI’s Education Grants Management System.
- Conduct Medicaid infrastructure readiness assessments in partnership with the Health Care Authority to identify eligible districts and guide implementation planning.
- Provide statewide technical assistance, training, and Professional Learning Communities to support Medicaid participation, including Random Moment Time Study (RMTS) and cost-based reimbursement systems.
- Monitor program implementation and fiscal compliance through quarterly reviews, expenditure tracking, and ongoing district support.
- Collaborate with the Health Care Authority on Medicaid policy, reimbursement processes, and compliance requirements impacting school-based services.
- Support districts in building systems for billing, documentation, staffing, and care coordination, including referral pathways and partnerships with community behavioral health providers.
- Develop and maintain statewide reporting tools, dashboards, and required outcome reports to track program progress and impact.
- Guide districts in reinvesting Medicaid reimbursement revenue to sustain and expand student health and behavioral health services.
- Promote long-term sustainability by supporting development of durable infrastructure beyond the grant period.
- Travel statewide to provide in-person support, site visits, and coordination with LEAs, ESDs, and Tribal partners.
Required Qualifications:
- Bachelor’s degree in education, public policy, public health, social services, or a related field.
- Minimum of three (3) years of experience in statewide program implementation, systems coordination, policy development, or technical assistance within education, health, or public-sector systems.
OR
- Equivalent combination of education and experience totaling seven (7) years, demonstrating progressive responsibility in program coordination, education systems, student support services, behavioral health, or public-sector program management.
Additionally:
- Knowledge of grant/project management and large-scale systems implementation or modernization.
- Experience working in complex, multi-stakeholder environments across agencies, districts, or community partners.
- Ability to interpret and apply policy, funding, and compliance requirements and translate them into actionable guidance.
- Strong written and verbal communication skills, including synthesizing complex information for diverse audiences.
- Demonstrated commitment to diversity, equity, inclusion, and anti-racist practices.
- Must maintain residency in Washington State
- Statewide travel will be required throughout the year to provide technical assistance to Local Education Agencies on a regular basis.
Desired Qualifications:
Knowledge and experience with Medicaid/Apple Health systems and reimbursement processes.
Familiarity with federal and state laws and policies related to physical health, behavioral health, and substance use treatment.
Demonstrated success in grant management, interagency coordination, and data-informed decision-making.
Experience supporting rural communities.
Ability to build strong relationships with schools and communities while ensuring respect, dignity, and culturally responsive practices.
Compensation
The annual compensation for the position is $80,870 - $95,147 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
