As an Oil and Gas Program Specialist with the Department of Environmental Protection, you will support efforts that guide safe and responsible oil and gas operations. DESCRIPTION OF WORK
This position supports the implementation, evaluation, and enforcement of requirements that guide the Oil and Gas Program. It focuses on compliance and data management for operator submitted information through electronic reporting systems. As an Oil and Gas Program Specialist, you will perform the following duties:
- Statute Implementation: Apply statutes, regulations, policies, and procedures that govern the Oil and Gas Program
- Compliance Oversight: Evaluate operator submitted information to assess accuracy and adherence to requirements
- Data Management: Manage and review data submitted through electronic reporting applications used by the Program
- Program Evaluation: Assess program performance to ensure effective statewide application of requirements
- Enforcement Support: Review reporting issues and provide guidance that supports consistent enforcement activities

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- You will have the option to work from one of the following headquarters offices:
- Rachel Carson State Office Building – 400 Market Street, Harrisburg, PA 17101

- Northcentral Regional Office– 208 West Third Street, Williamsport, PA 17701

- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year of experience as an Environmental Protection Specialist or Environmental Protection Compliance Specialist (commonwealth titles); or
- Two years of experience as an Oil and Gas Inspector, Water Quality Specialist, or Solid Waste Specialist (commonwealth titles); or
- Three years of professional environmental protection experience and a bachelor's degree in biological, physical, or environmental sciences, or closely related field; or
- Three years of professional environmental protection experience and four years of technical experience in well design, drilling, completion, production, plugging, or underground storage operations in the oil or natural gas industry; or
- An equivalent combination of experience and training.
Special Requirements:
- This position requires possession of an active motor vehicle license
Other Requirements:

This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.
You must be eligible for selection in accordance with merit system employment regulations.

- Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
Environmental Protection Compliance Specialist
Environmental Protection Specialist
Oil and Gas Inspector
Water Quality Specialist
Solid Waste Specialist
Geoscientist
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
