DESCRIPTION OF WORK
This position leads policy development, program oversight, and regulatory coordination for major Federally funded programs within the Office of Income Maintenance. It supports statewide operations through supervision, collaboration, and detailed analysis that ensures consistency, accuracy, and compliance across Supplemental Nutrition Assistance Program (SNAP), Low Income Home Energy Assistance Program (LIHEAP), and Sun Bucks. As a OIM Policy and Program Manager, you will perform the following duties:
- Team Leadership: Supervise multiple units, assign work, and support performance development across professional and technical staff
- Policy Development: Write, review, and refine policy documentation that guides statewide program operations
- Regulatory Management: Develop and maintain the regulatory base for SNAP, LIHEAP, and Sun Bucks, including preparation of key authority documents
- Collaborative Problem Solving: Lead conceptual planning and coordination with subordinate and non-subordinate teams to address program needs
- Stakeholder Engagement: Interact with advocates, professional organizations, and Federal agencies to support program initiatives
- System Coordination: Participate in discussions on enhancements to the electronic Client Information System (eCIS) related to program eligibility and processing
- Program Guidance: Provide clear counsel to office leadership on programs managed by the division

Work Schedule and Additional Information:
- Full-time employment, 37.5 hours per week
- Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
- Five years of professional public assistance or human service program experience, three years of which must have been in a consultative or supervisory capacity and a bachelor's degree; or
- An equivalent combination of experience and training, which includes three years of professional consultative or supervisory public assistance or human service program experience.

Legal Requirements:
- This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.

- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
