PRINCIPAL RESPONSIBILITIES:

 

  • Serves as Deputy Operations Manager for the ORNL Nuclear Operations enterprise, reporting directly to the Operations Manager
  • Provide organizational leadership for operations at multiple DOE nuclear and high hazard facilities
  • Ensures adherence to established Conduct of Operations practices
  • Responsible for the direction of Nuclear Operations staff activities including scheduling of work, resource allocation, contract administration
  • Provide support to Project Managers with respect to scope development, estimating, administration, and execution.
  • Develop and contribute to the achievement of operational and environmental goals, including compliance with DOE and UCOR requirements
  • Perform special assignments as assigned by the Operations Manager
  • Responsible for ensuring operations are performed in support of approved facility safety basis documents and regulatory permits (Documented Safety Analysis, Technical Safety Requirements, NPDES, Title V Air Permits, etc.)
  • Resolves conflicts or controversy to facilitate meeting established company objectives
  • Responsible for development and administration of project specific procedures
  • Provide technical assistance and support to field personnel
  • Mentor and develop Facility Managers and Chemical Operators for the Nuclear Operations organization
  • Provide leadership and direction during system upsets, injuries, accidents, etc. in accordance with UCOR policies/procedures
  • Direct personnel to analyze and determine solutions to technical problems, including presentation of recommendations to management and DOE
  • Prepare written reports such as staffing plans, workload management, proposed schedules and corrective action plans
  • Provides support for implementation of safety basis documents, operational readiness assessments, and ensure smooth transition from equipment installation to operation

 

JOB KNOWLEDGE:

  • Demonstrated ability and knowledge to effectively manage operations in Nuclear and High Hazard environments
  • Knowledge and experience includes but is not limited to: engineering, project management, , labor relations, manpower development and utilization, facility safety (DOE 420.1C), facility management and conduct of operations (DOE O 422.1), and occurrence reporting (DOE O 232.2A)
  • Knowledge of UCOR Organization, Directives and Instructions; 3+ years of experience with UCOR programs and procedures preferred
  • Experience with safety basis implementation and/or operational readiness reviews
  • Experience in development and coordination of training programs
  • Demonstrated ability in preparation of procedures and reports

 

Job-Related Qualifications Required:

 

Grade 27/28: 

Education: Bachelors degree in an appropriate discipline or demonstrated equivalent combination of education and experience

Experience12+ years project integration and management experience to include construction, project controls, and engineering.

 

 

Grade 29:  Education: Bachelors degree in an appropriate discipline or demonstrated equivalent combination of education and experience

Experience15+ years operations and/or project management experience.
