Job Duties

This position provides agency-wide procurement support, including the purchase of complex, high dollar-value goods and services, in accordance with the laws of the Commonwealth of Virginia, the Division of Purchases and Supply Agency Procurement & Surplus Property Manual (APSPM), Virginia Public Procurement Act (VPPA), and Department of Military Affairs (DMA) agency policies and procedures, in order to obtain the highest quality product or service in a timely manner at the lowest costs to the agency, and to provide effective and efficient support to agency staff.

This position is based out of Blackstone, VA, but may work from the Richmond office as needed. This position is advertised as Agency only. Only current DMA employees are eligible for consideration.

Minimum Qualifications

Must be a current DMA employee;

Demonstrated knowledge and understanding of procurement processes, policy, and systems;

Demonstrated ability to negotiate, establish/administer contracts, and develop, apply and interpret procurement policy and procedures;

Skills in procuring a wide variety of goods and services in accordance with established guidelines;

Ability to effectively use automated applications, specifically Excel, Word, and PowerPoint, to enhance efficiency of operations;

Strong written and oral communications skills, ability to work well with management and staff at all levels, and strong customer service focus needed;

Ability to function effectively as a member of a team;

Demonstrated ability to work independently in managing workloads and conflicting priorities, strong organization skills, and detail-orientation required;

VCA (Virginia Contracting Associate), procurement experience, and government experience required.
