Position Duties
This position supports the planning, review, and management of complex and high-value contracts that help deliver important services throughout the Commonwealth. It also includes advising program offices during the development of statements of work, pricing methods, performance measures, and evaluation criteria. As a Procurement Specialist 3, you will perform the following duties:
- Procurement Guidance: Advise program staff on developing statements of work, pricing methods, performance measures, and proposal evaluation criteria
- Project Leadership: Lead assigned procurements and coordinate steps from planning to negotiation to ensure smooth progress
- Policy and Compliance: Support the development and application of procurement policies to keep projects aligned with agency goals
- Vendor Engagement: Coordinates supplier forums, conferences, and other meetings to gather industry insight and support best practices
- Evaluation Coordination: Facilitate scoring sessions, clarify proposal details, and manage Best and Final Offer (BAFO) processes
- Negotiation Expertise: Develop negotiation strategies and conduct negotiations to secure fairly priced contracts

Work Schedule and Additional Information:
- Full-time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

- Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. You will be required to report to the office on Tuesday, with the option of choosing Monday, Wednesday, or Thursday as your second office day. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg, PA. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

Minimum Qualifications
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a Procurement Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of professional experience performing contract management work; and a bachelor’s degree in business, supply chain, logistics, project, or operations management, or a related field; or
- An equivalent combination of experience and training.
