Duties

Works under general supervision of the Section Chief or a higher-graded Senior A-E Unit Leader who makes assignments in terms of major objectives.,Performs technical work requiring the exercise of originality, interpretation, initiative, and practical judgment in the application and adoption of standardized and Architect-Engineer (A-E) contracting techniques.,Performs technical support work of a procedural and analytical nature for administration.,Requires extensive practical knowledge of contract procedures, procurement practices and regulations gained through experience with the work.,Establishes priorities in accordance with established work flow or job specialization.,Critical stages of work and unusual problems that arise are discussed with supervisor, and coordination of the required portions of the work is observed for progress relative to completion schedules.,Completed work is reviewed for engineering and economic feasibility and to assure soundness of technical judgment, good business judgment and conformity with established policies and regulations.

Specialized Experience: One year of specialized experience which includes procuring supplies or services; assisting with simple purchase orders or other contract actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05 or above). OR You have successfully completed a half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business administration, public administration, organizational management, or other closely related discipline pertinent to procurement. OR You have the specialized experience as described in A, but less than one year; and I have some graduate level education as described in B, but less than the required half year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). OR You have the experience as described in A AND the education described in B. Minimum Quals GS-7: Specialized Experience: One year of specialized experience which includes work in performing clerical and technical work that supports the procurement of A-E services; preparing, controlling, and reviewing procurement documents and reports; verifying information contained in procurement documents and reports; maintaining various procurement files; resolving a variety of contract content and formatting issues or discrepancies; performing work in support of procurement programs and operations; applying practical knowledge of procurement procedures, operations, and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06 or above). OR You have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business administration, public administration, organizational management, or other closely related discipline pertinent to procurement. OR You have the specialized experience as described in A, but less than one year; and I have some graduate level education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05) for the GS-6. Must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06) for the GS-7.
