About the Department

Serves as the Director of Administration for internal agency operations of the Office of the State Auditor (OSA). Manages the Budget, Finance, Human Resources, Information Technology, Data Security, Facilities and Procurement functions and oversees a staff of approximately 4. Serves as a member of OSA's leadership team and ensures that the functions managed support the agency's strategic direction and operates in a way that maximizes the efficiency and effectiveness of the agency as a whole.

  • Manages OSA's budget by developing and preparing the detailed budget analysis, including estimates and projections, and reports for internal and external documents. Prepares all required Executive Budget Office documentation in relation to the annual agency budget.
  • Monitors all activities of the General Assembly.  Prepares all fiscal impacts statements and provides timely information to management, legislative staff, and members of the General Assembly on legislative activities that affect the Office of the State Auditor.
  • Manages all other internal financial functions including General Ledger, Accounts Payable, Billing and Collection, Payroll, Financial Reporting and Audits.  Responsible for the management of FY end close and the preparation of all annual closing packages.
  • Directs the Human Resources function including classification, compensation, recruitment, benefits and HR policy and procedures.  Manages the Telecommuting program.  Responsible for all required reporting with the Division of State Human Resources.
  • Directs and coordinates the procurement function including bids, solicitations, contracts, emergency and sole source procurements.
  • Manages IT and Data Security in coordination with the state's Division of Technology Operations and the Division of Information Security.  Manages the preparation of the annual IT Data Collection.  Manages the OSA website.
  • Serves as the agency liaison to the Executive Budget Office, Division of State Human Resources, Division of Technology Operations, Division of Information Security, House and Senate Staff, Revenue and Fiscal Affairs, External Auditors, and Lease Contacts.   Represents the OSA before agencies and other entities in matters pertaining to division needs.
  • Performs in-depth research on legal or technical issues and special projects involving division responsibilities and presents research or findings in oral or written form as may be required by management.
  • Prepares and reviews all documents for accuracy prior to final submission or distribution and/or signature of the State Auditor as appropriate.
  • Participates in management decision making, strategic forecasting, and agency planning as part of Executive Leadership.

Position Duties

Agency Minimum Qualifications*:
A bachelor's degree in business administration, finance, accounting or a related field.  At least seven (7) years of full-time progressively responsible administrative, and/or fiscal experience and at least five (5) years of full-time supervisory experience.
*Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of educational and experience to be considered for this position.
 
Additional Requirements:

  • Knowledge of the principles, practices and theories of accounting, financial management, human resources management and procurement management.
  • Ability to plan, organize and direct administrative and support activities and staff.
  • Ability to formulate and implement administrative policy and procedures.
  • Knowledge of state and federal laws, rules and regulations pertaining to the administrative/business management activities of the organization.
  • Knowledge of state government fiscal and budgetary processes.
  • Knowledge of office management and organizational concepts.
  • Ability to interpret and analyze financial data and reports.
  • Ability to communicate effectively with executive level management including third party professionals.
  • Ability to interact comfortably and energetically across the agency.
  • Proven ability to build, manage and foster a team-oriented environment throughout the agency.
  • Ability to establish priorities and effectively match short-term goals to contribute toward longer-range plans.
  • Continuous improvement mindset, including the ability to identify and recommend strategies and initiatives that improve OSA's human resources, financial, and administrative programs/systems.
  • Ability to think critically, reason through issues and provide solutions.
  • Ability to make presentations and prepare reports.
  • Ability to use appropriate judgment and initiative to develop effective and constructive solutions to challenges and obstacles.
  • Strong software application skills, including Excel, Word and other Microsoft Office products and Adobe Acrobat Pro.
  • Working knowledge of South Carolina Enterprise Information System (SCEIS) is preferred.
