PROGRAM SPECIALIST I
Purpose:
Assists in program development by performing a variety of administrative support activities requiring knowledge of department or District-wide functions, practices and procedures; promotes assigned program or District functions through preparation of informational materials; assists in the planning, implementation and evaluation of the program; and provides program information to District staff.
Reports to: Construction Programs Manager
Nature & Scope:
Performs work of a varied nature in accordance with established policies practices and guidelines under general supervision.

Essential Job Functions:
- Conducts oneself in the best interest of students, in accordance with the highest traditions of public education and in support of the District’s mission.
- Contributes to the planning, implementation, and evaluation of a District-wide program.
- Prepares and provides accurate and timely information, regarding the District to the media and other interested groups.
- Monitors local, state and national educational issues that affect the program or the District and keeps appropriate people informed.
- Provides program information to District staff; assists staff in dealing with program related matters.
Other Job Functions:
- Provides back-up support to other staff in case of absence or work overload.
- Performs other related duties as assigned.
- Complies with all procedures outlined in the Code of Professional Conduct and Annual Notices for Education Practitioners, Teachers, Support Staff, Administrators, Substitutes Handbook; and all other Beaverton School District Policies and Procedures.

Education and Experience:
Possession of a bachelor's degree and one year experience in a related field; or any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.
Working Conditions:
Work is primarily performed indoors. Some travel may be involved in the work.

POSITION PURPOSE:
To support the Facilities Development Department, which manages capital construction programs for the School District. This position provides oversight of Facilities Development Program Management and Financial software platform eBuilder. Solves complex systems problems that are of a unique or non- recurring nature. Provides specialized or general calculations and analysis support in various accounting functions. Prepares specialized or highly complex reports, statements, and analyses.
Exercises discretion and creativity as to work details on assignments of a diverse and often difficult nature.
NATURE AND SCOPE:
This position works under the supervision of the Construction Programs Manager within the Facilities Development Department in a matrix organizational structure and supports the entire Facilities and Maintenance team. The Beaverton School District includes 50 school campuses in a K- 12 system. The District is the one of the largest school districts in Oregon with nearly 40,000 students, 5 million square feet of building space, and 800 acres of property. District construction projects include new school design and construction, remodels, additions, and improvements to existing buildings covering a variety of building systems including roofing, heating, electrical, security and fire protections systems, and plumbing systems. Incumbent works on multiple projects simultaneously.
MAJOR ACCOUNTABILITIES INCLUDE:
1. Assures that the Job Ledger and eBuilder (Facilities Development Program Management and Financial software platform) are reconciled for all capital program projects; reviews, investigates and corrects errors and inconsistencies in financial entries, documents, and reports; maintains chart of accounts; monitors expenditures at various levels within the account structure; maintains audit trail for financial transactions. Processes invoices and contractor’s application for payment.
2. Prepares financial information to assist in developing and analyzing financial statements and budgetary documents; assists in preparation of financial projections; develops specialized financial processes and reports to facilitate project-based budgeting and financial management.
3. Participates in development, implementation, and documentation of new or revised internal control procedures in compliance with relevant accounting, state or federal guidelines.
4. Provides skilled assistance and training on eBuilder platform to consultants and contractors working with Facilities Development
5. Researches, analyzes, and uses judgement in a variety of daily and non- routine decisions affecting assigned function.
6. Provides back-up support to other staff in case of absence or work overload and performs other related duties as assigned.
WORKING CONDITIONS:
This position works primarily during routine daytime hours, however some overtime may be required from time to time. It mostly requires office work, but some travel to district buildings and construction project sites is also required.
KNOWLEDGE SKILLS AND ABILITIES:
1. Technical accounting training, as well as training and high level expertise for Facilities Development Program Management and Financial software platform and District’s financial systems and supporting computer systems.
2. Extensive knowledge of the principles, practices, methods and legal requirements and standards involved in public sector accounting and budgeting.
3. Ability to develop and prepare specialized financial reports using District approved software.
4. Ability to communicate effectively and to establish and maintain effective working relationships with other employees, auditors, consultants, contractors, and representatives of governmental or financial agencies.
5. Ability to understand and execute oral and written
