Project Overview:
The National Marine Fisheries Service, a bureau of the National Oceanic and Atmospheric Administration under the Department of Commerce, provides science-based stewardship of the nation’s living marine resources and their habitat. The Alaska Region is one of five regional offices that together support marine resource management in all Federal waters. Alaska’s fisheries contribute to $6.5 billion per year in economic output and provide more than 60% of the total United States seafood harvest.1
The Integrated Fisheries Application (IFA) is a new online centralized system developed by NOAA Fisheries' Alaska Region to manage fisheries permits and programs. IFA development is the Alaska Region’s largest software development project and is currently mid-stream, with contractors having played a significant role in the design, development, and implementation of this effort in recent years. IFA seeks to consolidate multiple old local permitting software applications into a single cloud-based application, with the aim of modernizing the region’s technological infrastructure, simplifying business processes, and holistically implementing the Alaska Region’s nine catch share programs and its associated fisheries management business processes.
Job Responsibilities:
- Provides overall leadership, planning, coordination, and management for large-scale software application development projects involving multidisciplinary technical teams.
- Oversees all phases of the project lifecycle, including requirements analysis, architecture, development, testing, implementation, risk management, quality assurance, scheduling, budgeting, and resource allocation.
- Coordinates with business stakeholders, user management, and technical staff to ensure project objectives, technical standards, and contractual requirements are achieved.
- Directs and monitors complex software development and enterprise architecture activities, manages project scope and change control, resolves technical and operational issues, and ensures delivery of high-quality solutions within established cost and schedule parameters.
- Uses extensive experience managing complex IT projects, strong leadership and communication skills, and the ability to provide strategic guidance for advanced application development and system architecture initiatives.
- Experience and use in project management tools to coordinate and plan development work
- Customer engagement with business owner team to report progress, set priorities and coordinate requirements gathering
- Gather requirements and develop timelines IAW customer direction and requirements
- Experience in leading software developers to meet timelines
- Coordinate with Business Process team to obtain user acceptance and release scheduling
- Knowledge and experience with NOAA Fisheries and Alaska Fisheries.
