Brief Job Description:
Incellectual and Development Disabilities (IDD) Services & Preadmission Screening and Resident Review (PASRR) Fiscal & System Support is looking for a Project Manager III.
The Project Manager III reports directly to the IDD Services & PASRR Fiscal & Systems Support Director and performs complex (journey-level) project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties.
May assign duties and responsibilities and coordinate the work of project staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
- Project Initiation & Lifecyle Management: Coordinates the discovery and preliminary planning for small to moderately sized scoped IT projects to improve existing systems and deploy new program capabilities. Creates and manages project documents and other project artifacts across waterfall, agile, or other hybrid methodologies while acting as a natural leader to drive alignment. [20%]
- Direct Project Coordination & Delivery: Translates business requirements into structured project scope statements, estimates project costs, and determines performance-based quality measures. Leads cross-functional project teams collaboratively across Program and IT spaces, taking accountability for schedule adherence, project budgets, resource plans, and customer satisfaction metrics. [20%]
- Risk & Issue Mitigation: Identifies, analyzes, and plans responses for potential risks and opportunities to mitigate or avoid them for all active assignments. Regularly tracks, updates risk registers and makes adjustments to strategies as project conditions change. May escalate risks and/or issues to agency leadership, as necessary, to protect agency assets and prevent adverse project outcomes. [20%]
- Stakeholder Collaboration and Coordination: Conducts detailed stakeholder analyses, establishes registers, and develops organizational change management plans (including communications, surveys, and training plans). Performs rigorous quality assurance and contract monitoring of external deliverables. [20%]
- Communication Management: Facilitates communication and coordinates project visions, delivery schedules, and key metrics across external stakeholders, including other Texas state agencies, federal entities, private contractors, and third-party vendors. Develops and delivers high-quality, precise project status reports to support portfolio-level reporting cycles and continuous process improvement. [15%]
- Other Duties as Assigned: Performs other duties as assigned and required to meet the mission and goals of HHSC. (5%)
Knowledge, Skills and Abilities (KSAs):
- Knowledge of Texas Health and Human Services Commission’s programs, functions, and IT systems, including Long-Term Care systems.
- Knowledge of complex project management theories, practices, and life cycles (SDLC), including Agile, Scrum, and waterfall methodologies.
- Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, and coordination of multi-disciplinary teams.
- Knowledge of procedures used to evaluate third-party vendor performance and compliance with state, local, and federal regulations.
- Skill in project monitoring, managing scope, and handling adjustments to project timelines and deliverables.
- Skill in operating a personal computer and various software programs such as MS Word, Excel, PowerPoint, Teams, Planner, Outlook, Power BI, and Visio.
- Skill in written and verbal communications along with the ability to plan and facilitate meetings with a variety of stakeholders and make presentations to the public and executive leadership.
- Ability to establish clear project goals, exercise sound independent judgment during critical decision-making, and manage risk.
- Ability to build solid professional business relationships, remain highly flexible to organizational changes, and coordinate or oversee the work of others.
Registrations, Licensure Requirements or Certifications:
- Project Management Professional (PMP) certification is preferred.
Initial Screening Criteria:
- Graduation from an accredited four-year college or university with major coursework in Business, Communications, Computer Information Systems, or a closely related field is required (experience may substitute for education on a year-for-year basis).
- Experience delivering IT projects for a governmental organization as a functional project manager or in a similar capacity preferred.
- Experience with Long-Term Care systems or health and human services programs preferred.
- Experience with projects using Agile principles with a Scrum or Scaled Agile framework is preferred.
