ABOUT US
The General Service Department Design & Construction Division plans, designs, and
constructs buildings, ancillary facilities, and parks in a manner that is consistent with city policies and that meets the goals and objectives of the various client departments. Projects include new construction, restorations, and renovations. The division is seeking a Project Manager who will manage the design and construction of Parks Capital projects.
This role involves overseeing the design, construction, and completion of parks and park facilities. The ideal candidate will have extensive field experience, particularly in supervising and inspecting capital projects for municipalities. The Project Manager will also provide regular progress reports, budget updates, and project presentations to stakeholders.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The General Services Department (GSD) is seeking a Project Manager to manage the design and construction of projects for the Parks Capital Program. The Project Manager will manage all phases of CIP park and park facility projects, including planning, budgeting, design, permitting, procurement, construction, and close-out. This includes scoping for RFQ’s, RFP’s, construction administration, construction and close out.
This position will be responsible for the following duties:
- Assist with site analysis, developing project scope, schedule and budget for projects
- Oversees the creation of schematics and estimates
- Prepares procurement document for processing by the Strategic Procurement Division Procures
- Negotiates and manages design and construction contracts
- Reviews design drawings including landscape and irrigation plans
- Visits project sites regularly to oversee construction
- Processes pay applications
- Coordinates and manages internal and external stakeholders
- Ensures completed project work meets the required obligation under the contract and provides routine project updates
- Develops and maintains a good working relationship with clients, primarily the Houston Parks and Recreation Department and contractor representatives
- Provide regular updates and reports on project progress, timelines, and any issues
- Other duties as assigned.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. Will require driving to various locations to perform duties.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

-A degree in Landscape Architecture or a closely related field
-Licensed Landscape Architect
-Management experience in the design and construction industry
-Experience in park planning and park and landscape design and construction
