About this position:
This position serves as the Section Head and Appointing Authority for the statewide Public Transportation Programs administered by the Department of Transportation and Development in accordance with the Federal Transit Administration regulations.

Position Duties
Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
- Formulates and administers immediate and long-term state public transportation policies, goals, objectives, program direction, strategic and operating plans and objectives for statewide public transportation programs.
- Independently establishes objectives for all federal programs administered by the Public Transportation section.
- Advises the Assistant Secretary, Department Executive Staff, parish officials, mayors, federal agency administrators, state agency heads, transit managers and directors, and private organizations in matters relating to public transportation development, internal policies, procedures, and makes internal decisions as rules and regulations change which impact the State’s receipt of Federal Transit Administration (FTA) funds.
- Serves as DOTD representative on statewide task force, work groups, and councils on state public transportation matters.
- Develops fiscal policy and administers controls over expenditures of both state and federal revenues allocated for public transportation projects/programs.

Appointment type: This position may be filled as a promotion or by detail to special duty and is open only to current permanent status classified DOTD employees.
