Brief Job Description:
Under the direction of the Director of Training and Quality Assurance in Health Care Regulation (HCR), the Manager V performs advanced (senior-level) managerial work overseeing the operations of the HCR Quality Assurance (QA) Unit. This role plays a key part in shaping and advancing a data-driven QA management program and exercises considerable initiative and independent judgment in an evolving environment.
The Manager V leads the development and maturation of a structured, comprehensive, and data-informed QA program across HCR operations. This includes establishing standardized QA systems, methodologies, and review frameworks supported by data analytics to ensure consistency, objectivity, and transparency in the evaluation of program work. The QA program evaluates the quality and consistency of work performed by clinical (registered nurses) and non-clinical staff conducting surveys, inspections, complaint investigations, and other regulatory activities across acute-care settings, such as hospitals, private psychiatric facilities, freestanding emergency medical care facilities, and chemical dependency treatment facilities.
The Manager V oversees QA activities focused on evaluating facility-based deficiencies, with an emphasis on readiness for enforcement referral. The role also leads and continues to build QA processes for reviewing abuse, neglect, and exploitation (ANE) findings, including evaluation of reportable conduct and support for Employee Misconduct Registry (EMR) referrals. As the program evolves, the Manager V expands QA activities beyond enforcement-related reviews to include broader evaluation of case work not currently subject to enforcement review. This includes targeted and sample-based case reviews, stakeholder complaints and inquiries, disputed case findings, and other complex or high-profile cases requiring independent, objective assessment.
The Manager V advances QA capabilities through robust data management, analytics, and reporting, including the development and use of dashboards and tracking tools to monitor trends, identify risks, and support data-driven decision-making. The role promotes a culture of continuous quality improvement and leverages data and technology to enhance program effectiveness and visibility.
The Manager V establishes the unit’s strategic direction, priorities, policies, and procedures and actively contributes to strengthening program outcomes by using data to identify trends and gaps and working with program areas to develop and implement solutions that improve processes, refine procedures, and promote consistent compliance across HCR operations. Serves as the primary liaison to Regulatory Enforcement and collaborates across Compliance, Policies and Rules, Training, and Legal to support operations and integrate QA perspectives into policies, regulatory guidance, and legislative activities, including bill analyses and impact assessment.
This position plays a critical role in strengthening accountability, improving consistency, and advancing quality across HCR. The ideal candidate demonstrates strong leadership, analytical and technical expertise, and experience building systems and processes. They are adaptable, flexible, and responsive to change, with the ability to operate effectively in an evolving environment and lead a strategic, data-driven QA program.
Location and Telework
This position may be housed statewide and operates under a hybrid work model, which includes a combination of telework and in-office work. Telework arrangements are subject to change in accordance with Regulatory Services Division guidelines.
After-Hours and Travel
This position may require occasional evening and weekend work to accommodate legislative session activities and other high-priority assignments. As this position manages a geographically dispersed, statewide team, travel is required for staff meetings. Additional travel is required for training and presentations across the state. Travel to Austin for leadership meetings and workgroups will also occur more frequently than in some roles.

• Leads the Quality Assurance Unit by establishing strategic direction, priorities, and performance expectations aligned with program and team goals.
• Builds and develops a high-performing team with strong quality assurance, analytical, and technical capabilities. Ensures staff are equipped to conduct structured QA reviews, manage data, and support QA systems and processes.
• Provides oversight of team performance, workload, and deliverables, and delivers coaching, feedback, and professional development to support staff growth and consistent, high-quality outputs.
• Promotes innovation by identifying and implementing new approaches, tools, and strategies to enhance efficiency and effectiveness.
• Encourages forward-thinking practices and the use of data and technology to strengthen QA outcomes.
EJF2 QA Program Development, Standards, and System Implementation (20%)
• Leads the development and implementation of a structured quality assurance program.
• Establishes QA methodologies, standards, and review frameworks, including scoring criteria, workflows, and monitoring approaches that promote consistency and objectivity.
• Develops and implements standardized tools, templates, and systems to support comprehensive quality monitoring across program activities.
• Incorporates quality improvement principles into QA design to support continuous evaluation and refinement of program performance.
EJF3 Data Management, Analytics, and Performance Reporting (20%)
• Leads QA data strategy, including the collection, management, and analysis of program data to support oversight and decision-making.
• Oversees the development of dashboards, tracking systems, and reporting tools that provide visibility into performance, trends, and outcomes.
• Utilizes technology and advanced data tools to enhance QA capabilities and expand program insight.
• Develops and delivers routine and ad hoc reports to leadership and stakeholders, ensuring timely and accurate communication of program performance, trends, and areas for improvement.
• Synthesizes complex data into actionable information to support quality assurance and continuous improvement efforts.
EJF4 Quality Monitoring, Program Improvement, and Project Leadership (20%)
• Leads quality monitoring and continuous improvement efforts by using QA findings to identify systemic issues, trends, and areas for improvement.
• Ensures QA findings are translated into actionable recommendations and meaningful program improvements that strengthen performance and outcomes.
• Leads and participates in projects and initiatives that improve program processes, consistency, and overall effectiveness.
• Oversees the implementation of improvements based on QA insights and monitors results to ensure sustained performance and impact.
• Develops and supports training, targeted staff development, guidance, and resources based on QA findings to address identified gaps and strengthen program performance.
EJF5 Collaboration, Communication, and Program Engagement (20%)
• Serves as the primary liaison to Regulatory Enforcement and key program areas; provides QA subject matter expertise and contributes to cross-functional initiatives by integrating QA perspectives into policy development, regulatory guidance, and legislative activities, including bill analyses and impact assessments.
• Collaborates with leadership and cross-functional partners by proactively engaging with program areas, contributing to problem-solving efforts, and supporting program operations and improvement initiatives.
• Ensures stakeholders are regularly informed of QA findings, trends, and performance considerations through clear, timely, and accurate communication to support awareness, decision-making, and program improvement.

Initial Screening Criteria:
Minimum Qualifications – Required
• Bachelor’s degree from an accredited four-year college or university (relevant work experience may substitute for education on a year-for-year basis).
• At least two (2) years of managerial experience with direct reports.
• Experience performing quality assurance (QA) reviews of program work to assess accuracy, consistency, and compliance, identify gaps or issues, and recommend improvements.
• Experience researching and applying statutes and rules to work products.
• Experience managing, analyzing, and interpreting data to support program oversight and decision-making.
• Strong written communication skills, as demonstrated through application materials and assessment responses.
Preferred Qualifications
• Experience developing and implementing QA programs, systems, or processes.
• Technical proficiency and experience developing and implementing data systems or analytics tools that improve the efficiency, accuracy, or usability of program data.
• Experience working in a regulatory, investigations, healthcare, or protective services setting.
