SUMMARY: The Quality Engineering job family plans and directs activities to develop, maintain, and advise on the implementation of the Quality Assurance (QA) Program. Quality assurance includes all those planned and systematic actions necessary to assure implementation using a graded approach of the QA Rule (10 CFR 830, Subpart A, Quality Assurance Requirements) and Department of Energy (DOE) Order 414.1, Quality Assurance, using AMSE NQA-1-2008/2009a as the national consensus nuclear standard and other commercial quality standards in the planning and execution of work. The Quality Engineering job family consists of Software Quality Assurance (SQA), Functional Quality Assurance, Field Quality Engineering, Quality Control Inspection, and the associated management chain.


PRINCIPAL RESPONSIBILITIES:

 

  • Possesses and applies a comprehensive body of knowledge to the timely and high-quality completion of assigned tasks.
  • Provides quality assurance support on assigned projects/programs to ensure that structures, systems, software applications, firmware, process control devices or components are designed, developed, procured, maintained, operated, installed and retired in accordance with customer and company quality requirements.
  • Reviews and advises on information technology, cyber security, engineering and procurement documents to ensure the inclusion of applicable quality requirements.
  • Performs routine oversight/surveillances to evaluate and document quality program implementation.
  • Identifies and monitors reported nonconforming conditions, conditions adverse to quality, and associated actions.
  • Leads/supports internal independent audits/assessments and supplier quality audits, when qualified.
  • Performs quality control inspections, when certified in the required discipline.
  • Supports Issues Management program through performing causal analyses, reviewing corrective action plans (CAPS), and corrective action closure evidence. 
  • Follows up on actions taken in response to audit findings to assure adequacy of completed corrective actions.
  • Identifies and reports quality problems or trends. 
  • Develop and conduct training on quality assurance and quality control programs.


JOB KNOWLEDGE:

  • Technical knowledge in the application of engineering, environmental, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements. 
  • Knowledge of regulatory and contractual requirements that impact the QA program. 
  • Knowledge of the quality assurance principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning 
  • Knowledge of the application of corrective actions to nonconforming conditions 
  • Knowledge of regulatory requirements and functions that impact the QA program 
  • Proficiency in oral and written communication.
  • For SQA activities, knowledge of software development methodologies, tools and processes including Software Development Methodology Framework, source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
  • For SQA activities, knowledge of applications requirements, analysis, and programming, including architectural requirements for business domain applications, operating systems applications, database hardware and network requirements, and functional analysis including data and process modeling.



Job-Related Qualifications Required:

Education: Bachelor’s degree in quality assurance, quality control management or engineering discipline such as mechanical, industrial or manufacturing engineering or other related technical field or demonstrated equivalent combination of relevant experience and education.

 

Experience: 2+ years of related experience required. Performs assignments designed to develop professional work knowledge and abilities. Guidance is provided by more experienced Quality Assurance Engineers in the implementation of the quality assurance program on one of the functional groups or on a project.
