This position is in the Colorado Department of Public Health and Environment, Air Pollution Control Division, has been recommended for reallocation to Environmental Protection Specialist II (I3A3**)
  
This announcement represents the selection process for an occupied, reclassified state position. This position is open only to classified permanent employees of Air Pollution Control Division within the Colorado Department of Public Health and Environment. Applications will not be considered from any individuals not specifically covered by these strict eligibility requirements.

Description of Job

The Work Unit:

The General SIP (SIP) Unit performs specialized planning and coordination work for the development and submission of regulatory plans and programs and supporting technical information for criteria pollutants and Regional Haze to the U.S. Environmental Protection Agency (EPA) as set forth in the Clean Air Act. The Unit provides technical information, media information, and educational material to the public to encourage the further development of air quality programs to address current and emerging issues. The Unit develops comments on Federal rulemaking proposals, National Environmental Policy Act (NEPA) projects and other proposals as necessary. The Unit administers grants and contracts and oversees coordination with transportation planning and air quality planning activities performed by other agencies, organizations, and units with respect to criteria pollutants, greenhouse gases, and hazardous air pollutants. The Unit also has the lead responsibility for addressing General and Transportation Conformity.

This work is completed to ensure Colorado satisfies statutory, regulatory, policy and programs as set forth by the state and federal Clean Air Acts and promulgated by the EPA, the Air Quality Control Commission (AQCC) and the State of Colorado. This Unit also develops and maintains partnerships with EPA, other air quality planning agencies (including the Regional Air Quality Council (RAQC) and metropolitan planning organizations, etc.), local governments, non-governmental organizations, technical experts and the regulated community to advance environmental and public health goals through the development of innovative policies, programs and environmental projects.

What You Will Do:

The purpose of this position is to assist with the preparation and development of required SIPs, other required air quality plans, and related regulations. Air quality plan development requires an extensive technical knowledge of emission sources, emission inventories, emission controls, computer modeling, an understanding of policy and regulatory processes, and excellent written and spoken communication skills along with dedication to collaborate among a wide variety of staff, stakeholders, and decision makers. Accordingly, this position develops and utilizes the necessary technical skills, analytical procedure, and knowledge of regulations and policies through participating in SIP development projects under the direction of the supervisor and project leads, and Division management. This position assists with the compilation, review, and analysis of technical data related to emissions, monitoring, and modeling (computer and mathematical) for use in developing emission control measures and preparing the policy recommendations that will be included in required SIPs or other air quality plans. This position provides information necessary for the supervisor to advocate for the SIP before the RAQC, AQCC, and with EPA. This position also assists with the development and implementation of state-only regulations.  

Key Responsibilities:

  • Technical Evaluation and Analysis for SIP Development
    Assist in preparing the technical and administrative elements of the Regional Haze, ozone, Infrastructure, and other SIP revisions. This will include compiling and analyzing data related to emissions, monitoring and modeling (computer and mathematical) for use in developing and assessing emission control measures and policy recommendations. Conduct analysis of air quality related data with theoretically-based methods from the fields of physics, mathematics, meteorology, engineering, chemistry, and statistics to formulate solutions to air quality problems by using applied theory to support the development of air quality plans. All information must be summarized and presented in tables and graphics that convey the information in a clear and understandable format. Raw data and information must be preserved and compiled in technical support documents. Prepare briefings, position papers, reports and summaries of technical assessments for Division and Department staff and management and the AQCC.
  • Analysis of Air Pollution Control Strategies  
    Assist the Unit and the Division with data collection, review, and modeling analyses for air pollution emission control strategies. Includes: identification of emission points, calculation of emissions, review of model design and inputs, review results of modeled impacts, assessment of benefits of control strategies, and determination of emission reduction potential and overall air quality benefits.
  • Other Air Quality Planning and Administration  
    Support the development of position papers, reports, and summaries of technical and policy assessments for Division staff, management AQCC and others as necessary. Supports Division responses to legislative directives. Supports engagement with a broad range of stakeholders, including disproportionately impacted and other vulnerable communities. Tracks federal and state adoptions, evaluates potential impacts of proposed rules, legal challenges, court decisions and guidance documents to inform recommendations to Division management. This includes seeking guidance and making recommendations before the RAQC, AQCC, Energy and Carbon Management Commission (ECMC), and/or other decision-making bodies. Supports Division efforts to comment on proposed rules, identifying state concerns and suggesting solutions.
  • Other Duties as Assigned
    Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. 

Experience Only:

Six (6) years of experience in environmental planning, air quality engineering, transportation planning, regulatory implementation and/or development, quantitative and qualitative data analysis, environmental policy, or closely related work.


Or

Education and Experience:

A combination of related education and/or relevant experience in environmental planning, air quality engineering, transportation planning, regulatory implemetentation and.or development, quantitative and qualitative data analysis, environmental policy, or closely related work equal to six (6) years

CONDITIONS OF EMPLOYMENT:
