SERVICE LINE OVERVIEW Houston Permitting CenterThe Houston Permitting Center provides most of the permitting and licensing services for the City of Houston. All Houston Public Works team members at the Houston Permitting Center are service providers committed to safe community development through the permitting and regulation of public and private construction. We are home to three branches of service, Building Code Enforcement, Office of the City Engineer, and Business Support Services. Together, we work to get projects Approved in 2.
POSITION Records Supervisor
This position is in the Business Support Services branch and reports to the Division Manager of Communications and Outreach. The primary purpose is to ensure that Texas Public Information Act requests are completed in a timely and customer-friendly manner. The person in this role:
- Directs and manages tasks related to open records for The Houston Permitting Center
- Guides team members in their decision making, assigns projects and requests, ensures quality and consistency in their work, and compliance with TPIA regulations.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
- Develops policies and procedures related to the creation, distribution, organization, maintenance, use, retention, and disposition of records for the Houston Permitting Center.
- Responds to records requests for the Legal department. May testify in legal proceedings about the veracity of the records.
- Partners with Communications teams to develop and implement training for Houston Permitting Center employees.
- Other duties as assigned
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment. The individual has discretion about walking, standing, etc.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
Position Duties
EDUCATIONAL REQUIREMENTS
Requires a high school diploma or a GED.
EXPERIENCE REQUIREMENTS
Five years of progressively responsible records management experience are required.
LICENSE REQUIREMENTS
None
Minimum Qualifications
The ideal candidate should possess some of the following skills and experience:
- Experience with government public information regulations or document retention policies
- Strong interpersonal skills
- Strong verbal and written communication skills
- Strong customer service skills, especially handling customers over the phone and in person
- Experience using GovQA or similar software
- Bilingual in English and Spanish, or other major language spoken in Houston (Vietnamese, Arabic, Mandarin, or French)
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6**
