About the Department
The Recruiter I is responsible for proactive talent sourcing, external recruitment efforts, and managing partnerships with educational institutions and community programs. This role emphasizes representing the City of Midland at outreach events to attract and engage talent, while supporting recruitment operations as time allows.
The Recruiter I primary responsibility will be to increase the visibility of the City of Midland as a top-tier employer within the region. The Recruiter will be tasked with attending and hosting various job-related events, including local and regional career fairs, college visits, high school visits, and presentations. The Recruiter will spend time traveling to various locations to recruit new employees.
This position supports the City’s strategic goals through community outreach, talent pipeline development, and responsive recruitment support that helps attract qualified candidates and strengthen the hiring process.
Position Duties
- Actively represent the City of Midland at job fairs, community events, and school visits to attract qualified candidates and promote public service careers.
- Build and maintain relationships with local high schools, colleges, and workforce training programs.
- Lead recruitment efforts for:
- Career & Technical Education (CTE) Programs
- Internships & Early Talent Programs
- Access Program
- Skillpoint Alliance and similar workforce initiatives
- Partner with the HR Generalist I–Talent to coordinate all post-offer processes, ensuring a seamless transition into onboarding and full compliance with federal, state, and local regulations.
- Collaborate with division hiring managers, HR leadership, and other departments to ensure consistency and compliance with city/regulation requirements and city and strategic plan goals.
- Conduct new employee orientation on a rotational basis to welcome and onboard new hires.
- Maintain an active candidate pipeline, post job advertisements, and coordinate interview logistics as needed.
- Deliver an exceptional candidate experience through professional communication and timely follow-up communication.
- Support hiring operations (e.g., background checks, scheduling) as time permits and without detracting from primary recruitment responsibilities.
- Assist the Talent Acquisition manager with processing new hire paperwork, scheduling pre-employment screenings and paperwork, and the entire onboarding process as needed.
- Assist with overseeing the Summer Intern Program and Summer pool season hiring processes.
- Ensure a positive candidate experience by providing information, assistance and communication throughout the recruitment process.
- Gain mastery of the Applicant Tracking System and related functions within.
- Collaborate with hiring managers across various departments to develop recruitment strategies and plans to meet the needs of the departments.
- Travel to various locations for events will be required. Some events may be overnight and out-of-town.
- Provides internal as well as external world-class customer service.
Minimum Qualifications
- Ability to sit, stand, and move inside the building.
- Ability to transfer self to various (some outside of the city or state) buildings and locations for multiple events.
- Ability to lift 25 lbs. or more of event materials or other needed equipment.
Other Qualifications
- Associate or bachelor’s degree in human resources, Communications, or related field preferred.
- A Valid Texas Driver’s License and Clean Driving Record.
- 1–2 years of recruiting experience required.
- Strong interpersonal, networking, and public speaking skills.
- Must be able to travel for events and community partnerships.
- May require evening/weekend work.
- Ability to manage multiple priorities and adapt to a fast-paced, service-oriented environment.
- Excellent attention to detail and organizational skills are a must.
- Ability to think critically, anticipate challenges, and proactively resolve issues.
- Demonstrated understanding of federal, state, and local labor laws and regulations.
- Experience with HRIS systems, applicant tracking systems, or similar hiring workflows preferred.
- Experience handling sensitive and confidential information with discretion and professionalism.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) is required.
- Bilingual in Spanish preferred but not required.
