GENERAL DESCRIPTION:

This position requires a current Texas Registered Nurse license (in good standing).  

Position may be filled statewide.   

The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department is driven by its mission to deliver quality, cost effective services to Texans. The Quality and Program Improvement’s Quality Monitoring Program (QMP), Quality Monitoring Unit (QMU) seeks a highly qualified candidate to fill the position of Quality Monitoring Unit Regional Manager (RM). The QMP QMU helps address conditions in Texas Nursing Facilities (NFs) that could be detrimental to the health, safety, and welfare of residents.

The Quality Monitoring Unit Regional Manager (RM) performs highly complex (senior level) managerial work administering the daily field operations and activities of the Quality Monitoring Unit. The RM works under limited supervision, with moderate latitude for the use of initiative and independent nursing judgment. The RM oversees the day-to-day work of Quality Monitoring Unit (QMU) regional field staff. The RM develops and implements techniques to evaluate the effectiveness of the field staff activities. The RM develops, evaluates, and makes recommendations to policies and procedures. The RM is actively involved in the implementation of changes resulting from new legislation. The RM will oversee internal audits and investigations as it relates to staffing and stakeholders. The RM oversee program analyses and research studies for evidence based best practices for nursing facilities.  

The RM hires, trains and supervises the work of others. The RM develops program guidance and manuals; and plans program activities in accordance with department objectives and goals. 

The RM works under the general supervision of the Quality Monitoring Unit Manager. 

ESSENTIAL JOB FUNCTIONS (EJF): 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

The Regional Manager (RM) manages the day-to-day activities of QMU regional field staff. Ensures the regional field staff are compliant with the policies and procedures of the program and the agency.  The RM is responsible for the recruitment, hiring, and training of new QMU regional field staff.  The RM completes performance evaluations, offers coaching and discipline, terminations, and separations.  Conducts staff training and development for current QMU regional field staff.  Responsible for the retention of qualified QMU regional field staff. Ensures staff respond promptly to the Random Messaging Time Study (RMS). 15% 

The RM is responsible for developing the regional field staff’s quarterly schedules for on-site quality monitoring visits. Responsible for the approval of staff time in CAPPS.  Reviews and approves field staff travel in accordance with policy and procedures of the program and the agency. Is responsible for collaborating with long-term care regulatory staff when scheduling changes become necessary. 20% 

The RM supervises the work of the QMU regional field staff. The RM conducts on-site visits in nursing facilities to evaluate the work of the QMU regional field staff.  The RM validates the knowledge, skills, and abilities of the QMU regional field staff.   The RM assures the QMU regional field staff are consistent in the dissemination of nursing evidence-based best practices to improve clinical outcomes in long-term care settings.  The RM ensures program policy and education is consistently applied. Provides technical expertise and guidance regarding field work. Reviews staff reports prior to dissemination to facilities to ensure appropriate content, consistency, and timeliness of the reports.  The RM will oversee internal audits and investigations as it relates to staffing and stakeholders. 35%   

This position promotes evidence-based best practices and provides technical education to QMU regional field staff. This position is key to strengthening the evidence-based best practice core of the Quality Monitoring Program (QMP). The RM collaborates with other members of the QMP team to revise and develop in-service presentations and training documents. This position must apply the complex knowledge of nursing practice as well as the rules outlined in the Texas Nursing Practice Act, state and federal rules and regulations. 15%   

The RM establishes goals and objectives for the QMP.  The RM is actively involved in the implementation of changes resulting from new legislation. RM is a member of the nurse management team which oversees program analyses and research studies for evidence based best practices for nursing facilities. The RM is responsible for the development of guidelines and clinical policies and procedures that are the foundation for the technical education and guidance provided to nursing facility staff. The RM identifies areas of need for change via program analyses and makes recommendations to improve operations. 10% 

The RM has the flexibility and latitude to communicate with and provide technical education to both professional and non-professional agency and external stakeholders. 5% 

LICENSURE, CERTIFICATION, OR REGISTRATION REQUIRED: 

This position requires a current Texas Registered Nurse license or licensure by a state that recognizes reciprocity through the Nurse Licensure Compact (in good standing). 

This position may require use of a personal motor vehicle to complete job functions. This position requires a reliable motor vehicle, a current, valid Texas driver's license and valid automobile insurance.  

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: 

Knowledge of nursing principles and acceptable professional standard of patient care.  

Knowledge of state and federal laws and regulations relevant to long-term care facilities.   

Knowledge of management principles and practices.   

Knowledge of modern office management practices and procedures and technology  tools such as Microsoft Office, SharePoint, and Teams productivity tools.  

Skill in organizing resources, establishing priorities, balancing team and individual responsibilities, multi-taskingand tracking multiple activities.   

Ability to collaborate and coordinate with others in completing assignments.   

Ability to manage program activities, to establish goals and objectives, to solve problems, to make independent decisions and judgments and act on them.    

Ability to supervise, train and motivate staff to obtain a standard of excellence in their work and to foster an environment of continuous improvement and to handle conflict. 

Initial Screening Criteria: 

Graduation from an accredited four-year college or university with major coursework in nursing or an associate degree in nursing with at least two years of nursing experience. 

Minimum of 3 years of nursing experience is required 

Minimum of 2 years of management experience is preferred.  

Experience working in Long-Term Care Nursing Facilities is preferred.

Additional Information: 

Requires 50% travel across the state of Texas and overnight stays, including hours other than 8-5 and days other than Monday-Friday.  

Ability to perform other essential job functions such as sitting, standing, crawling, kneeling, bending and lifting up to 25 lbs.
