Description of Work

This is a time limited, grant funded position that provides technical assistance and project review to federal, state, and local governmental entities; non-profit organizations; private property owners; and educational and religious institutions, for the preservation, restoration, and rehabilitation of historic structures within North Carolina counties designated by FEMA as natural disaster areas due to Hurricane Helene. The position should also promote a strong historic preservation ethic for all North Carolinians including constituents, developers, organizations, government officials, and colleagues.

Key Responsibilities include but are not limited to:
- represent the Restoration Services Branch of the Historic Preservation Section in North Carolina counties designated by FEMA as natural disaster areas due to Hurricane Helene, and collaborate with Helene ESHPF and other HPO staff on ongoing work in the Helene declared counties;
- apply the Secretary of the Interior’s Standards for Rehabilitation to a diverse array of historic structures and projects;
- provide technical restoration and preservation assistance specific to disaster preparedness, response, and resiliency in a historic preservation context to private property owners, non-profit organizations, local governments, and local historic preservation commissions;
- promote the use of state and federal rehabilitation tax credit projects for eligible historic properties in Helene-declared counties; perform outreach and education for the tax credit programs, and participate in applicant consultation and application review as assigned by HPO staff;
- participate in review and consultation for state and federally funded projects impacting historic structures which require compliance with GS 121-12(a) and/or Section 106 of the National Historic Preservation Act of 1966 within the assigned region;
- develop and give public presentations on a variety of historic preservation and restoration topics, including disaster preparation, response, and resiliency in a historic preservation context;
- perform other duties in Helene declared counties as assigned, including participation in grant consultation, assistance, and review; developing written material and guidance for disaster and resiliency topics for use by the Restoration Service Branch; and supporting other HPO ESHPF project and initiatives; and

Recruitment Range: $41,206.00 - $70,000.00

• Must have a valid NC driver's license or a willingness to obtain one; and
• Must be willing to travel for day and occasional overnight trips.
• Licenses or certifications are not required, but the employee must meet the Secretary of the Interior’s Professional Qualification Standards for history or architectural history, as specified by federal regulations (36 CFR 61.4(e)), and a valid driver’s license is required.

Minimum Education and Experience

Master's degree in historic preservation, planning, architecture history, or a closely related field from an appropriately accredited institution

and

three years of experience in historic preservation;

or

Bachelor’s degree in history, planning, or architectural history, or a closely related field from an appropriately accredited institution

and

four years of experience in historic preservation;

or

an equivalent combination of education and experience.

Section/Unit Description

The Restoration Branch of the State Historic Preservation Office (HPO) coordinates and provides technical restoration services to the public in four major program areas relating to the preservation and rehabilitation of historic structures in North Carolina: (1): management of the federal and state tax credit programs for historic preservation projects; (2): environmental review of federal projects that affect historic structures; (3): review of state-funded and state-owned projects that affect historic properties; and (4): technical restoration and preservation assistance or local consultations for preservation and landmark commissions as well as private property owners, non-profit museums and local governments.

Division Description

As the official state agency for historic preservation in North Carolina, the Historic Preservation Office (HPO) identifies, protects, and enhances North Carolina’s historic properties and districts through a coordinated statewide program of incentives, information and technical assistance for public agencies, private organizations, and the state’s citizens. Section programs include: processing nominations to the National Register of Historic Places; comprehensive architectural surveys for counties and municipalities; technical assistance for the care and treatment of historic buildings; technical assistance and training for approximately 105 local historic preservation commissions statewide; management of a federal pass-through grant program for the federal Certified Local Government (CLG) program; and environmental review of development projects that may affect historic properties and archaeological resources. It functions as the state clearinghouse for federal and state protection and incentive programs for properties that qualify for the National Register of Historic Places. The position is located in a regional office - the Western Office in Asheville. The main location of the office is Raleigh, with staff also stationed in a field office in Greenville – the Eastern Office of Archives and History.
