Office of Financial Services – Revenue Unit
This is a full-time onsite position located at our DOH facility in Tumwater, WA.
This non-permanent position is part of a project currently expected to conclude on June 30, 2027. The appointment has an anticipated duration of up to nine (9) months and is not expected to extend beyond the project's end date.
The Opportunity
The Office of Financial Services (OFS) is seeking a collaborative and detail-oriented fiscal professional to serve as the principal assistant to the Fiscal Analyst 5, Revenue Supervisor. In this role, the incumbent provides day-to-day guidance and leadership to the Revenue Unit while helping ensure the Department of Health's revenue processes are accurate, timely, and compliant with state laws and fiscal policies.
This position plays a critical role in safeguarding agency revenue by ensuring monies received by the department are accurately posted, deposited within required timeframes, and reconciled against financial records. The incumbent also serves as a trusted resource for Department of Health staff by researching and interpreting financial policies, laws, and regulations to provide clear guidance on complex fiscal matters.
As the department prepares for the implementation of One Washington (OneWA), this position will also contribute to planning and implementation activities that support the state's new enterprise resource planning system.
Key Responsibilities Include:
Revenue Operations & Financial Oversight
- Ensure all monies received by the Department of Health are accurately posted and deposited within 24 hours of receipt.
- Analyze, reconcile, and maintain revenue records to support accurate financial reporting and accountability.
- Review financial transactions to identify discrepancies and resolve issues in a timely manner.
- Monitor compliance with agency policies, state fiscal requirements, and internal controls.
Leadership & Technical Support
- Serve as the principal assistant to the Fiscal Analyst 5, providing guidance and leadership to Revenue Unit staff.
- Assist with coordinating daily workflow and supporting consistent fiscal processes.
- Provide technical expertise and problem-solving assistance for complex revenue and accounting issues.
- Promote continuous improvement by identifying opportunities to enhance efficiency and accuracy.
Research & Customer Service
- Conduct in-depth research using the State Administrative & Accounting Manual (SAAM), Revised Code of Washington (RCW), and Washington Administrative Code (WAC).
- Respond to fiscal inquiries from Department of Health employees at all organizational levels.
- Interpret financial policies and regulations to provide accurate guidance and recommendations.
- Foster strong customer service by building collaborative relationships with internal partners.
One Washington (OneWA) Implementation
- Participate in planning, business process mapping, and implementation activities supporting OneWA.
- Attend required training and develop proficiency in OneWA processes applicable to the Revenue Unit.
- Support organizational readiness and process improvements associated with the transition to the new enterprise resource planning system.

Option 1: Three (3) or more years of experience in the following:
- Professional-level accounting or finance experience, including experience with Washington State SAAM guidelines, RCW’s, WAC’s, and other state policies and procedures.
- State reporting systems: AFRS, Enterprise Reporting, or Web Intelligence
- Analyzing and interpreting financial reports in order to adjust entries, correct discrepancies and prepare documents; research transaction records and other fiscal records to ensure accuracy.
Option 2: A Bachelor's degree or higher in Accounting, Business Administration or closely allied field; which includes the successful completion of 12 Quarter hours (or semester hour equivalent) college-level coursework in accounting, auditing, budgeting, or finance AND one (1) year of experience in accounting, budget or auditing.
Additional Required Knowledge, Skills, Abilities, and Experience
- Microsoft Excel – to develop and manipulate large or complex spreadsheets; use complex mathematical formulas to calculate data and link worksheets; import data from other sources, filter lists, and create and format charts and graphs.
- Microsoft Word – to create, format, and edit tables, charts and graphs; insert and format sections; create headers and footers; and work with pictures and draw objects.
Preferred Qualifications

- Twelve (12) or more Semester hours, or eighteen (18) or more Quarter hours of college-level accounting, auditing, or budgeting course work.

Work Setting:
This position’s work must be completed at Israel Rd. Campus in Tumwater, WA. Exposure to hazards is limited to those commonly found in indoor at home or office environments. This position is sedentary, working at a computer for extended periods.
Schedule:
This position has a work schedule of 40 hours per week. Although DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m., this position requires an onsite presence Monday to Friday from 8:00 a.m. to 4:30 p.m. The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance. This position would not normally work an alternate schedule, but requests may be considered and are subject to supervisory approval.
Travel Requirements:
Travel is not required to perform the duties of this position; however, occasional travel may be expected to attend meetings, trainings, or conferences. When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
