Duties

Specific duties include: Serves as a technical expert who has knowledge of Uniform Standard of Professional Appraisal Practice (USPAP), Uniform Appraisal Dataset (UAD), and skill in the application of principals, practices, and techniques of appraisals. Performs a full range of appraisal review processes and acts as primary VA liaison to ensure appraisers, lenders, and servicers are properly administering VA policies and procedures. Consults, advises, and instructs fee personnel and program participants on appraisal, construction, and other matters pertaining to Valuation. Ensures reasonable value is properly established and the appraisal meets industry standards. The Review Appraiser performs oversight desk reviews of the quality of Staff Appraisal Reviewers (SARs) performance on Notices of Value issued under the Lender Appraisal Processing Program (LAPP) and recommends to the supervisor disciplinary actions or sanctions against Lender SARs. Communicates with appropriate stakeholders to facilitate appraisal corrections or acquires additional information to establish reasonable value. Ability to properly determine property eligibility for VA Home Loan Program. Monitors the quantity, quality, and timeliness of work, providing guidance, training, and outreach to internal and external stakeholders. Demonstrates good working knowledge of Valuation approaches and various appraisal techniques to adapt and apply appropriate appraisal methods for analyzing available data. Uses skills to detect differences in comparable properties and adjust data to make supported valuation estimates. Uses common real estate industry data and computer systems to retrieve and analyze data. Convey requested information in ways that are best and easily understood by the numerous and diverse group of stakeholders. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/15/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans). For a GS-9 position you must have served 52 weeks at the GS-7 level For a GS-11 position you must have served 52 weeks at the GS-9 If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-7 (or higher) and the promotion potential of your current position must be at least GS-11 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-9 Grade Level: Specialized Experience: Applicants must demonstrate experience analyzing and/or reviewing residential real estate appraisals completed for mortgage loans. Experience may also be gained through experience in real estate sales and/or experience in the residential mortgage lending industry. Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-11 Grade Level: Specialized Experience: In addition to the requirements at the GS-9 level, applicant must demonstrate experience performing quality-control reviews and/or post audit reviews of appraisals prepared by lenders and appraisers; demonstrated experience applying federal, state, and local laws, policies and regulations associated with underwriting home and/or commercial loans, and demonstrated experience applying technical knowledge of real property requirements and the Uniform Standards of Professional Appraisal Practice (USPAP) guidelines for the origination and liquidation of government home loans. Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
