About this role
The Section Manager, IT Vendor Management Office (VMO), provides strategic leadership for the management of technology, cybersecurity, staffing, consulting, and other service providers supporting Enterprise Technology & Security (ETS). This role establishes vendor segmentation, performance-management, governance, commercial, and operating-model practices that align external partners with enterprise priorities and measurable business outcomes. The Section Manager evaluates strategic versus tactical vendor relationships, determines the appropriate governance and engagement model for each vendor, manages multivendor dependencies, and leads a team responsible for stakeholder engagement, service performance, issue resolution, continuous improvement, contract changes, and vendor accountability.
This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.
Responsibilities
- Leads relationships among Enterprise Technology & Security, internal stakeholders, Procurement, Legal, Finance, Risk, and assigned technology, staffing, consulting, and cybersecurity vendors
- Develops and maintains vendor segmentation and tiering strategies based on business criticality, risk, spend, complexity, service impact, and supplier capability
- Leads vendor performance management using KPIs, SLAs, scorecards, QBRs, service reviews, stakeholder experience metrics, root-cause analysis, and corrective-action plans
- Evaluates strategic versus tactical vendor relationships and establishes appropriate governance, communication, escalation, performance, and executive-engagement models
- Designs and implements vendor operating models, including roles and responsibilities, decision rights, governance forums, service-management processes, escalation paths, reporting, and stakeholder-engagement standards
- Drive accountability across multiple service providers, facilitate cross vendor operational reviews.
- Manages staffing vendors, consulting firms, managed service providers, technology suppliers, and cybersecurity providers to ensure delivery quality, resource capability, capacity, timeliness, compliance, and business value
- Coordinates multivendor relationships and dependencies across integrated services, enterprise programs, technology platforms, and interdependent operational processes
- Identifies, escalates, and resolves service delivery, performance, commercial, operational, cybersecurity, and relationship issues, including vendor remediation plans
- Leads and develops the VMO team through coaching, performance management, prioritization, work assignments, executive reporting, and continuous improvement initiatives
- Oversees vendor contract changes and commercial activities, including pricing models, rate structures, statements of work, scope changes, renewals, negotiations, approvals, and contract-management requirements
- Shifts vendor engagement toward strategic partnership, strengthening oversight, accountability, and delivery of business value
- Performs other related tasks and assignments as required
Qualifications
- Bachelor's Degree and a minimum of 8 years relevant work experience or
- Master's Degree and a minimum of 6 years relevant work experience
- Master's Degree in Finance, Business Administration, Accounting or Supply Chain, Computer Science, or other related function and a minimum of 6 years relevant work experience in managing strategic technology vendors within an IT environment, including leading vendor performance governance
- A minimum of 4 years of experience managing technology, cybersecurity, staffing, consulting, managed service, or other strategic vendors within a large and complex enterprise IT environment, required
- A minimum of 3 years of experience managing vendor performance through KPIs, SLAs, scorecards, QBRs, service reviews, stakeholder experience measures, root-cause analysis, and corrective-action plans, required
- A minimum of 3 years of experience serving as the primary relationship lead between internal business and technology stakeholders and external vendors, required
- A minimum of 4 years of experience developing, implementing, or managing vendor segmentation and tiering frameworks based on business criticality, risk, spend, complexity, service impact, and supplier capability, required
- A minimum of 2 years of experience analyzing strategic versus tactical vendor relationships and establishing differentiated governance, engagement, operating, or escalation models, required
- A minimum of 2 years of experience managing staffing vendors and consulting providers, including resource quality, fulfillment, onboarding, delivery outcomes, capacity, rates, utilization, compliance, and contract obligations, required
- A minimum of 2 years of experience negotiating vendor contract terms, pricing structures, statements of work, rate cards, renewals, service-level commitments, or other commercial changes, required
- Strong written and verbal communication skills

- Driver's License Required
- Ability to push, pull, and lift up to 40 pounds
- Sit or stand to use a keyboard, mouse, and computer for the duration of the workday
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Able and willing to travel within the United States, as needed
