Security Communications Specialist (Readvertisement)

Required

• Any combination of education and experience equivalent to graduation from high school or possession of a General Equivalency Diploma (GED) certificate.
• Four (4) years of experience in a security-related field working with trunked, conventional digital, and analog two-way radio systems, one (1) year of which shall have been in an oversight or supervisory role.
  • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
• Possession of an appropriate, valid motor vehicle operator's license with a good driving record.
• Must successfully complete specialized training within one year on FCC regulatory practice, FEMA incident command systems, radio template, and code plug design.
• Knowledge of principles, concepts, and methods of applicable communications technology.
• Knowledge of FCC rules and regulations and interoperability agreements with trunked system owners.
• Capable of developing and delivering security and emergency communications training.
• Ability to plan, oversee installation, and maintenance of large-scale public safety and service radio systems.
• Ability to read, interpret, and explain instructions, diagrams, and manufacturer's manuals.
• Ability to act as liaison with FCPS, county, state, and federal organizations.
• Ability to develop and maintain effective working relationships throughout the school division and with the public.
• Ability to communicate effectively, both orally and in writing.

1. Oversees and conducts systems administration for technology infrastructure of two-way radio systems for electronic public safety and public service, to include large-scale programming and deployment of equipment.
2. Conducts security and needs analyses of schools, offices, and related facilities, recommends electronic communications infrastructure and other systems to ensure appropriate safety and security for students, staff, visitors, and the public.
3. Evaluates various systems and components to determine the appropriate system and equipment suitable to the school, office, or facility.
4. Plans the installation and the integration of security and emergency management communication systems, to include analyzing the need and feasibility for applications in educational facility environments.
5. Develops and facilitates training in trunked, conventional digital, and analog radio communications systems for administrators and users.
6. Programs and manages the databases for public safety and service radio systems.
7. Develops and facilitates exercises to evaluate the emergency communications capabilities of systemwide crisis plans and leadership team responses.
8. Stays current with Federal Emergency Management Agency (FEMA) incident command systems.
9. Provides assistance and training in the FCPS backup emergency phone program.
10. Supervises deployment and logistics for large-scale events and long-term projects as assigned, to include defining associated budget requirements for procurement, maintenance, life-cycle costing, and replacement of technical and electronic equipment.
11. Coordinates with FCPS personnel and contracted vendors on systemwide initiatives.
12. Coordinates with federal, state, and local agencies on regulatory compliance and programming issues that are mission-critical to FCPS and Fairfax County.
13. Keeps current in the field of expertise on technology and Federal Communications Commission (FCC) compliance issues.
14. Performs other related duties as required or assigned.
