Security Operations Center Supervisor

Required

• Any combination of education and experience equivalent to graduation from high school or possession of a General Equivalency Diploma (GED) certificate.
• Six (6) years of experience in security operations, three (3) years of which shall have been in a supervisory or law enforcement leadership or management role.
  • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
• Must successfully complete compulsory certification training approved by the Virginia Center for School Safety within sixty (60) days of hire and successfully complete recertification training annually.
• Knowledge of emergency/threat management, physical security, and supportive technologies to include fire and security systems, surveillance cameras, computer software, and radio communications.
• Knowledge of system administration and programming in life safety systems and security databases.
• Knowledge of applicable federal and state laws relative to central monitoring stations, emergency management, crimes against school property, state fire codes, and local county fire marshal ordinances.
• Ability to exercise independent thought, sound judgment, and initiative in emergency or high-risk situations.
• Ability to supervise, train, and lead employees.
• Ability to establish and maintain effective working relationships with personnel assigned to schools, other departments, and public entities.
• Ability to communicate effectively, both orally and in writing.

Preferred

• Associate or bachelor's degree in criminal justice, law enforcement, or security management.
• FEMA coursework in incident command system (ICS) and/or emergency planning.
• Protection professional or project management certification.

1. Supervises day-to-day operational and administrative activities and management of uniformed security operations and the 24/7 SOCs to include life safety systems, intrusion and fire alarms, CCTV, drill compliance (lockdown, fire, and tornado), monitoring and dispatch operations, radio communications system operations, trespass operations, an anonymous tip line operations.
2. Oversees communication processes during emergencies and incident response activities ensuring timely communication to first responders, school personnel/administrators, and leadership team members.
3. Manages complex security databases and systems for the operations center and school security including, but not limited to, grandmaster key tracking and issuing system, trespassing database, key and fleet management for OSS vehicles, alarm code database for all FCPS facilities, and visitor management system (VMS) at schools and centers.
4. Oversees all technical and systemwide software applications training programs for security monitors and operational training programs for uniformed supervisors and officers in SOC.
5. Supervises the after-hours dispatch and notifications for transportation services.
6. Oversees the operational management and programming of the security and fire alarm life safety systems, to include troubleshooting and timely repair of any failed or faulty components of these systems divisionwide.
7. Interprets and communicates operational security directives, policies, plans, and objectives ensuring compliance.
8. Advises program managers concerning processes and procedures, equipment needs, and significant operational activities.
9. Assists the senior manager in the oversight of maintenance and modifications in the SOC as needed, to include staff development.
10. Ensures that the SOC staff has the tools and information they need to effectively perform the role of the after-hours central point of contact for the Division.
11. Assists with complex improvement projects related to the SOC and safety and security operations.
12. Prepares and updates written guidelines, operations manuals, and notification instruction materials for staff guidance.
13. Evaluates, recommends, and coordinates SOC-related certification/recertification required training for staff.
14. Performs security duties, as required by operational necessity.
15. Performs related duties as required or assigned.
