DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Plans, prepares, and advertises construction contracts for drainage improvement projects. Coordinates and conducts pre-bid meetings, reviews bid submissions and prepares bid tabulations and recommendations for award. Prepares correspondence and supporting documentation for Request for Council Action (RCA) related to the award of design and construction contracts for City Council approval.
Manages construction contracts and coordinates with contractors, consultants, utility agencies, and various stakeholders to address and resolve field issues during construction. Prepares, reviews, and routes contractor monthly pay estimates for approval while ensuring compliance with contract requirements.
Communicates and responds to critical project information in a timely and professional manner. Investigates project issues and potential risks and develops recommendations and solutions as appropriate. Processes and tracks consultant and contractor invoices and assists in responding to inquiries from City officials and the public. Provides support on special assignments and other departmental needs as required.WORKING CONDITIONS
There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. Requires the ability to make simple gross motor responses within large tolerances.
This is a Department of Houston Public Works Emergency Management Position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Six years of experience in construction, construction inspection, design, geo-technical, environmental or a closely related field are required.
Substitutions: A Master's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field may be substituted for two years of the above experience requirement.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
