Position Duties

Starting Salary: $85,009.60 - $100,006.40 Annually

*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.

CEO is seeking a Senior Regulatory Analyst to advance the office’s work at the Colorado Public Utilities Commission (PUC). This position will be part of CEO’s Policy unit and will be central to implementing electric utility energy plans to meet an 80 percent emissions reduction by 2030 and working to support nation-leading policy to reduce GHG emissions from electric and gas utilities, transportation, and building sectors. This position is expected to have autonomy in proposing positions and regulatory strategy but will be part of the collaborative decision making process on the policy team.   

Regulatory Duties

  • Track new and on-going PUC proceedings 

  • Lead team participating in PUC proceedings

  • Review testimony proceedings, provide a summary to Office leadership, including identifying key issues and presenting recommendations for positions that are consistent with Office and administration policy 

  • Sponsor testimony and  appear as a witness 

  • Develop regulatory strategy under supervision of team leadership

  • Participate in strategy development for Public Utilities Commission proceedings across a multi-disciplinary team

  • Participate in weekly Regulatory group meetings and brief leadership on ongoing proceedings

  • Develop and organize notices of intervention, comments, statements of position, briefs, and other filings, as well as internal memos

  • Research current and potential Colorado policies that align with and further CEO’s statutory mission

  • Maintain technical and industry expertise

Stakeholder Engagement

  • Conduct research, stakeholder engagement, and evaluation, and make recommendations related to existing or anticipated PUC proceedings

  • Build coalitions around common interests and participate in regulatory settlement discussions

  • Employees currently are expected to work in office one full day per week, typically on the assigned team day, or as directed by their supervisor.

Minimum Qualifications

Minimum Qualifications:

  • 3 to 5 years of progressively responsible technical research and analysis experience in public utilities regulation or transportation electrification. 

  • Knowledge of the utility sector required. 

  • Experience writing testimony for PUC proceedings, appearing as a witness for PUC proceedings, and experience developing rates or other quantitative analysis of energy or energy regulatory issues

  • Strong time management and organizational skills

  • Strong written, oral, and presentation communication skills

  • High level of initiative and ability to work both independently and in a team environment

  • Excellent computer skills including the Microsoft Office and Google suite

Preferred Qualifications:

  • Preferred experience with Colorado’s electric sector.

  • Preferred knowledge of utility ratemaking principles, general rate cases (GRCs), revenue requirements, and capital investment evaluations
