Office of Legal & Acquisition Services
The Office of Contracts and Acquisitions (OCA) is housed within the Office of Legal and Acquisition Services and has the expertise and authority for creating agreements and contracts and overseeing the acquisition of goods and services for ODJFS. The mission of OCA is to meet and maintain the highest level of compliance with Federal and State laws, rules, policies, and procedures for acquisitions and contracting for ODJFS and to establish and maintain public trusts and confidence in the stewardship of taxpayer funds. What You Will Do
- Develop procurement methods, instruments and structures for ODJFS program areas (e.g., Child Support, Child Welfare, Family Assistance, Workforce Development).
- Meet with agency management to advise and offer technical assistance in procuring needed goods and services from outside vendors in accordance with applicable state and federal procurement standards.
- Develop, assist in developing, and update agency procurement policies and procedures, as well as procurement documents and related support materials.
- Oversee the monitoring of supplier and agency performance and the identification and resolution of performance issues.
- Develop and deliver agency-wide and county training in procurement requirements, procedures and methods.
- Review proposed legislation and/or policy changes to determine financial impact and/or establishes sourcing procedures in line with legislative/policy requirements.
- Oversee resolution to projected and/or actual missed performance targets.
- Supervise assigned staff (e.g., assign work and provide direction).
Necessary Skills
- Procurement knowledge, skill and experience.
- Strong organizational skills.

- Operation of electronic devices (e.g., computer, tablet, cell phone).
- Applicable software applications (e.g., spreadsheets, databases, word processing).
- Define problems, collect data, establish facts & draw valid conclusions.
- Understand technical manuals & verbal instructions associated with sourcing procedures.
- Proofread technical specifications, recognize errors & make corrections.
- Identify noncompliance & formulate response.
- Statistical analysis.
- Gather, collate & classify information about data, people or things to forecast & plan.
- Write business correspondence or communications reflecting sourcing procedures.
- Develop & maintain good rapport with internal agency customers & vendors.
- Establish friendly atmosphere as unit supervisor.
Schedule: Full-time.
Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Location: This position reports to the James A Rhodes State Officer Tower - 30 E. Broad Street, Columbus, OH 43215.
Travel: Occasional travel within the state of Ohio.

The ideal candidate, at minimum, must have the following:
OPTION 1:
- Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field;
- AND 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing.
Option 2:
- Completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field;
- AND 30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing.
Option 3:
- 54 mos. exp. or 54 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.
Option 4:
- 12 mos. exp. as Sourcing Planner, 64514.
Option 5:
- 24 mos. exp. as Senior Sourcing Analyst, 64513 with the State of Ohio.
Option 6:
- Equivalent of minimum class qualifications for employment noted above.

Pay Information
This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $39.22 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
