About this role
The purpose of this entry-level position is to create and maintain HCAD’s cadastral maps in order to assist valuation procedures. This is accomplished by performing responsible technical duties using related software and programs to create and maintain data and maps that can be combined with geographically referenced data. Other responsibilities include performing special projects. Performs work under direct supervision.
EDUCATION/POSITION SPECIFIC REQUIREMENTS & WORK EXPERIENCE
EDUCATION REQUIREMENTS
- Associate Degree or equivalent work experience required. Emphasis on Natural Sciences, Computer Sciences, or Geography preferred.
- GIS Certificate or equivalent required.
WORK EXPERIENCE
- Up to 2 years’ related experience in GIS desired.
JOB RESPONSIBILITIES

General Responsibilities
- Maintain the GIS parcel database using subdivision plats and legal land documents with coordinate geometry (COGO) techniques using Esri ArcGIS software.
- Find, identify, and validate plat/legal land document files.
- Analyze split out, combination, acreage correction, and research information.
- Identify and review information from government entity files.
- Maintain the GIS parcel database using cartographic best practices in local coordinate systems.
- Maintain annexed or de-annexed city, county, school, college, fire, emergency, special, utility, TIRZ, and water jurisdiction boundaries using the most current plat, or metes and bounds description.
- Develops knowledge of HCAD-specific GIS application and requirements
- Performs other duties as assigned.

WORKING CONDITIONS
Positions in this class typically require repetitive motions, sitting or standing for prolonged periods of time in an office setting.
PHYSICAL & MENTAL REQUIREMENTS
Must have sufficient mobility to visit property sites that may feature rough terrain and to work outdoors in unfavorable weather conditions. Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Must be able to lift up to 50-pounds.
The position requires considerable concentration, creativity and ability to manage time effectively. The position is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
