Job Summary:

The Sr. Business Development Lead is responsible for executing strategic business development, capture management, and growth initiatives for the Environmental & Security business line, with primary emphasis on the U.S. Department of Energy (DOE), including the National Nuclear Security Administration (NNSA), Office of Environmental Management (EM), Office of Nuclear Energy (NE), Office of Science (SC), and related federal customers. This position is responsible for identifying and screening opportunities, developing account plans and budgets, leading capture efforts, building customer relationships, developing teaming approaches, and supporting successful proposal execution for large, complex federal procurements.

 

The role collaborates with engineering, operations, project management, estimating, contracts, legal, finance, and proposal organizations to develop customer-focused solutions and support successful capture and proposal execution for strategic federal opportunities. A strong understanding of DOE project execution, engineering, construction, commissioning, operations, environmental cleanup, and infrastructure projects is important to effectively position technical solutions that align with Bechtel and customer priorities. This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. Full-time teleworking is not currently offered for this role but may be reconsidered based on the selected candidate’s experience and qualifications. #LI-EH1

Major Responsibilities:

  • Lead qualification, capture planning, and pursuit execution for strategic DOE, NNSA, EM, NE, SC, and other federal business opportunities while supporting broader business development strategies.
  • Develop and execute capture plans and pursuit strategies for assigned opportunities, including customer engagement, competitive assessments, win strategies, and proposal execution.
  • Build and maintain relationships with DOE customers, national laboratories, management and operating contractors, industry partners, and key stakeholders.
  • Develop and execute account plans and opportunity-specific growth initiatives aligned with business line objectives.
  • Manage multiple concurrent pursuits, capture schedules, and opportunity pipelines.
  • Conduct market assessments, customer research, competitive intelligence, and opportunity analysis to identify business growth opportunities.
  • Support the development of teaming strategies and collaborate with strategic partners, joint venture participants, and subcontractors throughout the capture process.
  • Coordinate multidisciplinary pursuit teams and collaborate with engineering, operations, estimating, pricing, contracts, legal, finance, and proposal organizations throughout the capture and proposal process.
  • Guide development of customer-focused value propositions, executive presentations, qualifications packages, proposals, and oral presentations.
  • Prepare business development reports, pipeline reviews, and pursuit updates for business line leadership.
  • Leverage knowledge of DOE project execution, engineering, construction, commissioning, operations, environmental cleanup, and DOE infrastructure projects to support customer engagement and pursuit strategies.
  • Represent the company at customer meetings, conferences, workshops, and industry events.  Represent the company at customer meetings, conferences, workshops, and industry events.
  • Prepare analyses and presentations for Environmental & Security leadership.
  • Exercises professional judgment in evaluating market conditions, customer priorities, and competitive positioning.
  • Serves as a key contributor to pursuit strategy development and business growth initiatives.
  • Collaborates across organizational, functional, and geographic boundaries to achieve business objectives.

Education and Experience Requirements:

  • Bachelor’s degree (or international equivalent) in business, engineering, environmental science, public policy, marketing, communications, or a related field and 10-13 years of business development, capture management, proposal development, strategy, project development, or related professional experience or 14-17 years of overall relevant work experience

Required Knowledge and Skills:

  • Demonstrated experience supporting and executing business development, capture planning, account management, and proposal development for complex federal opportunities.
  • Experience coordinating multidisciplinary teams to develop customer-focused technical and commercial solutions.
  • Strong analytical, communication, interpersonal, presentation, and organizational skills with the ability to communicate effectively with executive leadership, internal and external customers, and project teams.
  • Demonstrated ability to manage multiple concurrent pursuits, prioritize competing business objectives, and work collaboratively across functional organizations.
  • Ability to analyze customer requirements, market conditions, and competitive intelligence to effectively pursuit and business development strategies.

Preferred Qualifications

  • Experience supporting business development, capture management, and proposal efforts for DOE pursuits, including NNSA, EM, NE, and SC, and infrastructure projects.
  • Knowledge of DOE project execution, including engineering, construction, commissioning, operations,
  • nuclear processing, manufacturing, environmental remediation, or DOE infrastructure projects.
  • Knowledge of federal acquisition and procurement processes.
  • Experience with CRM systems, pipeline management tools, and opportunity tracking processes.
  • Established relationships within the DOE complex, national laboratories, management and operating (M&O) contractors, or related federal industry partners are desirable.
