About UCOR: UCOR is the prime contractor for the U.S. Department of Energy's (DOE) Oak Ridge Office of Environmental Management (OREM). UCOR is responsible for environmental cleanup at the Oak Ridge Reservation, including the Y-12 National Security Complex and Oak Ridge National Laboratory (ORNL). The Environmental Management Disposal Facility (EMDF) is a critical project that will provide essential waste disposal capacity to support ongoing and future cleanup missions at these sites. 

Job Summary: The Senior Project Controls Engineer will be a key member of the EMDF project team, responsible for developing, implementing, and maintaining comprehensive project controls systems to ensure the successful delivery of the EMDF project on schedule and within budget. This role requires a strong understanding of project management principles, cost control, scheduling, and risk analysis in a complex environmental management and construction environment. The Senior Project Controls Engineer will provide expert analysis, reporting, and guidance to project management, supporting informed decision-making throughout the project lifecycle.

Responsibilities:

• Develop, implement, and maintain project control systems, processes, and procedures for the EMDF project, including earned value management, cost control, scheduling, and forecasting.
• Lead the development and maintenance of detailed project schedules using industry-standard software ensuring accurate representation of project milestones, critical paths, and resource loading.
• Perform comprehensive cost control activities, including budgeting, tracking actual expenditures, analyzing variances, and developing accurate cost forecasts.
• Conduct regular risk analysis and develop mitigation strategies in collaboration with the project team.
• Prepare and present detailed project performance reports, including critical path analysis, earned value reports, and variance analysis, to project management and stakeholders. Collaborate with engineering, construction, and other functional teams to gather data, assess progress, and ensure alignment of project controls with project execution.
• Facilitate project status meetings and provide insightful analysis to support effective decision-making.
• Develop and maintain project documentation, ensuring accuracy, completeness, and accessibility.
• Mentor and provide guidance to junior project controls staff, fostering a culture of continuous improvement.
• Ensure compliance with all relevant UCOR, DOE, and regulatory requirements.

Required Qualifications:

• Bachelor's degree in Business, Finance, Project Management, Construction Management, Engineering, or a related discipline.
• A minimum of ten (10) years of progressive experience in project controls roles, with a strong emphasis on large-scale engineering and construction projects.
• Demonstrated experience with project scheduling software and advanced proficiency in Microsoft Office Suite, particularly Excel.
• Strong analytical, problem-solving, and critical thinking skills.
• Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely to diverse audiences.
• Ability to work effectively both independently and as part of a multidisciplinary team.

Desired Qualifications:

• Project Management Professional (PMP) certification is highly desired. 
• Experience in the environmental management or nuclear industry.
• Familiarity with DOE orders and requirements.
