PURPOSE OF DIVISION
The purpose of the Accounts Payable Division is to support the financial health of the Houston Airport System (HAS) by timely and accurately posting accrual expenditures, processing invoices, monitor disbursements and schedules payments for multi-funded, ITRP, CIP and O&M projects. The Division also administers the PCard and travel program, monitors and approves utilities transactions and inter fund billing. The Division provides oversight and guidance among internal stakeholders to ensure compliance with federal, state and local laws; and legislation including Government Accounting Standard (GASB) rules on accounting practices.

PURPOSE OF THE POSITION

The Staff Analyst provides analytical, financial, and administrative support for capital improvement projects funded wholly or partially through FAA grants. This position is responsible for reviewing, reconciling, and processing high-volume, high-value contractor pay applications and invoices to ensure accuracy, compliance, and timely payment. The role supports fiscal accountability by coordinating with internal stakeholders, monitoring grant compliance, preparing financial reports and schedules, facilitating accounting reviews, and providing documentation for audits and year-end close activities.

The responsibilities of this position include, but are not limited to:

• Analyze, reconcile, and process contractor pay applications for airport capital improvement projects funded through FAA grants.

• Review testing, design, and construction payment requests to ensure accuracy, completeness, and compliance with federal, state, and local regulations.

• Verify and approve high-volume, high-dollar payment applications and vendor invoices within established timelines.

• Ensure proper accounting classification and coding of construction invoices, payment applications, and vendor expenditures.

• Coordinate with internal departments, including Infrastructure (INF) Controls and Grant Management teams, to support timely payment processing and fiscal accountability.

• Facilitate monthly accounting meetings to review project billings, funding projections, and financial compliance requirements.

• Monitor grant-funded project expenditures and ensure adherence to FAA grant guidelines and reporting standards.

• Compile, analyze, and maintain financial schedules and supporting documentation for Capital Improvement Program (CIP) year-end close activities.

• Prepare financial reports and project-related documentation in accordance with applicable policies, procedures, and regulatory requirements. 

• Gather, organize, and provide financial records and supporting documentation for internal and external audits.

• Respond to audit inquiries, explain financial variances, and ensure timely delivery of audit selections and requested information.

• Perform detailed financial analysis to support project budgeting, forecasting, and expenditure tracking.

• Maintain accurate financial records and ensure compliance with organizational policies and grant requirements.


WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances. There will be periods of extended walking while at the airports conducting site visits and meetings.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS 
Requires a Bachelor’s Degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work being performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Three years of professional administrative, financial or analytical experience related to the type of work being performed or required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
