This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
The People Operations Division’s mission is to support people and operations by providing solution-driven guidance, resources, and education to foster a high-functioning organization. We do this through customer-centric service, collaboration, compliance, accountability, and helping others thrive. This includes:
- Department-wide safety and security, compliance of standard operating procedures, department-wide event planning & coordination, managing the Department’s Emergency Action Plan and Continuity of Operations Plan
- The full range of human resource services used to attract, develop, engage, and retain competent and productive talent needed to deliver the Department’s business, such as: recruitment/selection, job evaluation and pay and benefits administration, absence management, workforce planning, performance management, employee relations, dispute resolution, employee and organizational development, compliance with personnel rule and employment law, consultation and guidance to managers and employees, maintenance of official position and employee files, and HR metrics reporting.
- Employee training and development, supervisor training and development, employee engagement, workforce planning, team building, the Cornerstone Learning Management System (LMS), and implementing mandatory training.
Description of Job
This position manages the daily operations of the HR Unit, which includes overseeing workload, implementing initiatives assigned by the HR Director, and supervising the professional HR Consultants/Business Partners, Benefits & Leave, and a Technician. This position is responsible for the implementation of the Department’s recruiting program. This position is responsible for personal service agreements, coordinating staff management elements with workforce development and engagement staff, and is the lead resource in specialty areas of workforce planning and selection. This position creates and implements new programs and processes related to the HR functions in the Department.
Position is primarily responsible for:
- Plan, prioritize, assign, analyze, and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives. Develop project plans, assign and prioritize work, and monitor progress to implement HR initiatives assigned by the HR Director.
- Supervise HR Team (five full-time employees). Interview and recommend hires, and recommend promotions, pay, and discipline. Determine assignments and priorities, review progress, set schedules and approve absences, identify training anddevelopmental needs, provide feedback and coaching, and plan and evaluate performance.
- Establish work schedules, review and approve work time and absences.
- Initiate the hiring process, provide subject-matter expertise to HR during comparative analysis, interview candidates, and hire.
- Recommend promotions and changes in pay, submit personnel or position actions.
- Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
- Identify training and developmental needs, and provide training as needed.
- Provide feedback and coaching, write performance plans, and sign performance evaluations.
- Review, revise, and develop internal operating processes and procedures.
- Develop and coordinate a recruitment program for CDEC by determining cost-effective recruitment techniques and sources, defining metrics and analyzing sourcing and cost data to evaluate program effectiveness and determine improvements.
- Fill vacancies by performing job analysis, designing examinations and hiring processes that minimize delay between recruitment and hiring. This includes recruitment, creating profiles and writing job announcements, requesting residency waivers from the state personnel director if warranted, reviewing applications, and overseeing exam scheduling and proctoring by a technician, generating referrals, and responding to appeals to the state personnel director.
- Create, validate, score, and provide candidate feedback on performance on written objective examinations.
- Review the onboarding and exiting programs/processes, including new employee orientation, mentors, entrance and exit checklists, and exit interviews, to determine and prioritize gaps and develop content, processes, and forms. Collaborate with staff outside the unit regarding workforce development and engagement in order to exchange information, plans, and data, coordinate efforts and monitor progress, and develop complementary assignments and processes.
- Review and approve personal services agreements.
- Department’s technical expert on personal services agreements review. Maintain in-depth current knowledge of personal services related employment law and rules, case law and precedent, commonly used concepts, practices and procedures, and trends and new techniques. Apply this knowledge in consulting and providing opinion on personal services policy and strategy to the HR Director (and executive management when requested).
- Provide consultation to supervisors and managers on matters related to performance management, employee relations and other areas.
- Create standards, guidelines, and processes for HR staff and provide training and advice. Develop and deliver technical training to employees and managers. Interpret rules and directives in providing expert opinion and strategies or plans to resolve compliance issues or the most complex individual cases.

DEFINITION OF PROFESSIONAL EXPERIENCE:

Preferred Qualifications:

- Certification from a professional human resources organization (e.g. PHR, SPHR, SHRM, IPMA-CP, etc.);
- Demonstrated experience with conflict resolution and management, including effectively building and maintaining relationships/teams;
- Demonstrated experience creating and implementing initiatives, specifically those related to the development and maintenance of the organization (employee morale, employee engagement, retention, etc.)
