Position Summary

A Stormwater Program Specialist position is available with Colorado State University and the Center for Environmental Management of Military Lands (CEMML) to be located at Schofield Barracks, Hawaii. The Stormwater Program Specialist is responsible for managing storm water permits and monitoring for compliance with the Clean Water Act, and National Pollutant Discharge Elimination System (NPDES) programs.

Essential Job Duties

  • Conduct construction site run-off control reviews to determine compliance for construction sites located on Army installations, including review of permit applications, project review, Storm Water Pollution Prevention Plan (SWPPP) review, site inspections, training, outreach, and review of Best Management Practices (BMPs).

  • Update the annual Storm Water Management Plan (SWMP) report with inspection and maintenance records, construction compliance results, spill data, Low Impact Development (LID) opportunities, and water quality sampling data.

  • Collect information concerning installation maintenance of the storm water system. Work shall include site inspections and coordinating with Directorate of Public Works (DPW) Operation and Maintenance staff to evaluate problem areas.

  • Support renewal of Industrial Wastewater Discharge Permits with the City and County of Honolulu.

  • Develop and implement the Army's public education and outreach programs on storm water and wastewater management for diverse audiences, including students, DPW staff, and contractors; track outreach activities and evaluate program effectiveness.

  • Respond to spill incidents by assessing conditions, collecting samples, and reporting findings to the Hawaii Department of Health as required.

Conditions of Employment

  • Pre-employment Criminal Background Check (required for new hires).

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

  • Must be able to comply with all applicable regulations to obtain a Common Access Card (CAC).

  • Required at a minimum to complete a NACI/SF85 and successfully pass a federal background check to remain eligible for employment.

  • Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance: 

  • In order to be eligible for a CAC, non-U.S. nationals must have resided in the U.S. or U.S. territory for three or more consecutive years for the required Tier 1 HSPD-12 CAC credentialing background investigation.

  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Required Qualifications

  • BS or BA degree

  • 1 year of relevant experience supporting environmental compliance programs

Preferred Qualifications

  • BS or BA degree in earth sciences, environmental sciences, hydrology or a related field.

  • 1 year of relevant experience in storm water, wastewater or other related environmental compliance program support.

  • Experience performing environmental audits and inspections and writing technical inspection reports.

  • Knowledge of and experience with state and federal regulations regarding the Clean Water Act and Wastewater programs, NPDES compliance, and permitting.

  • Experience writing, reviewing, updating Storm Water Pollution Prevention Plan (SWPPP), Storm Water Management Plan (SWMP) report, Best Management Practices (BMPs), and Low Impact Development (LID) strategies.

  • Erosion and sediment control certification.

  • Experience responding to spills to evaluate conditions, obtain samples and report to regulatory agencies.

  • Experience developing and presenting educational materials and presentations in support of environmental public outreach programs.

  • Work experience with personal computers and standard office software programs (word processors, spreadsheets, and databases).

  • Experience working in highly structured organizations, such as governmental agencies, military, or corporations, with established lines of authority, procedures, and protocols.

Salary Range

$65,000-$70,000
