DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Houston Parks and Recreation Department is dedicated to building a sustainable community and enhance the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community. To achieve this mission, HPARD is seeking a Superintendent to join its Greenspace Operations team.  The potential candidate will play a key role in the following duties:
 

  • Supervises employees to execute the day-to-day operational maintenance related to parks, and esplanades
  • Supervises maintenance staff that performs all phases of Park operations (facilities maintenance, grounds maintenance).
  • Analyze and resolve staff, equipment and operating problems and recommend changes to increase efficiency.
  • Investigates public service request when reviewing City rights-of-way and parks for general tree maintenance and hazard remediation. 
  • Ensure that employees have adequate work supplies and properly functioning equipment to perform assigned tasks.
  • Will be required to be on-call on a rotational basis throughout the calendar year, and report to work as required during all significant weather events or random incidents. 
  • Prepares periodic employee performance evaluations, reviews contents with the employee.
  • Administers departmental policy and procedures relative to operational and personnel activities. 
  • Administers departmental budget, insuring compliance, and supervises the preparation of annual reports, budget estimates and operational reports.
  • Represents the department by giving both written and oral presentations to department heads and public. 
  • May perform other duties as assigned. 
PHYSICAL EFFORT: 
The position occasionally requires stooping or bending.  Occasional very light lifting, such as three or four 
reams of papers or books (up to 20 pounds or an equivalent weight) may be required. 

WORK ENVIRONMENT: 
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions.  
The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office 
chemicals and/or extensive use of a video display terminal. 

PHYSICAL SKILL: 
Requires the ability to make coordinated gross motor movements in response to changing external stimuli 
within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a 
patterned response space within low tolerance demands with no real speed requirements.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS
Requires an Associate's degree in Recreation, Business Administration, Construction Management or a closely related field.  
 
EXPERIENCE REQUIREMENTS
Six years of progressively responsible professional and/or skilled experience closely related to the activities of the section are required, including three of the years in a supervisory capacity.  

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** 

  • A valid Texas driver's license and comply with the City of Houston's policy on driving (AP 2-2)
