Duties

Provide technical assistance and contract administration, accomplishing studies and/or delivery order requirements, conducting delivery order negotiations, performing contractor ratings, and coordinating complete delivery order packages.,Negotiate all delivery orders to include project scope, cost, methods of construction and project completion dates.,Review and approve project design features, resolves design and/or technical deficiencies and approves final acceptance and payment.,During construction provides oversight and inspects construction for compliance with contract specifications and all applicable laws and regulations.,Perform major role in the procurement and solicitation process of the Job Order Contract (JOC), providing technical and contractual information regarding the contract.,Supervise 7 GS-11 Engineer Techs and 1 GS -09 JOC Administrators, including responsible for assigning work , setting priorities, evaluating performance and planning and developing work.

Specialized Experience: One year of specialized experience which includes;1) Coordinating the design evaluation, and/or modification of construction activities to ensure compliance with contract requirements; 2) Reviewing designs for conformance with constructability; and 3) Analyzing complex information and/or evaluating results to recommend the best solution for solving problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Accountability Customer Service Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

This is an Engineers and Scientists (non-construction) Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Recruitment and relocation incentives may be authorized. Student loan repayment may be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized.
