This is not a remote/ virtual position. Location is negotiable among VA-approved staff offices, subject to space availability and management approval. Applicants without an existing assigned VA staff office must be located within 50 miles of a CFM regional office to be considered. This is not a remote position. Major duties include, but are not limited to the following: Plays a critical role in establishing the protocol for the deployment of the lease Resident Engineer (RE) workforce and ensures compliance with policy for this activity Participates on the Integrated Project Teams (IPTs) representing the REs in collaboration to contribute to the integrated project delivery system concept Shares decision making, pools contingencies, and provides incentives for team performance while providing an efficient deployment command structure for the RE workforce Provides technical and administrative supervision to a staff of REs and architects whose numbers fluctuate depending on the size and number of projects assigned to ORP Provides oversight, direct supervision and authority that is closer to mission execution where resolution to operational issues can be expedited in a timelier fashion Manage resources and workload ensuring proper staffing levels for all lease projects Oversees and maintains deployment capability that guarantees improved productivity and aligns efforts to coincide with the attainment of VA leasing program goals and objectives Oversee teams of REs who provide technical engineering support, developing contingency planning and construction support capabilities for lease construction projects Assesses RE deployment/reassignment program and its capabilities including effectiveness in staffing construction projects, the provisions for incentives and benefits, ways to improve support for the program, and provisions for contingency operations Studies the current RE deployment process and procedures and improves upon the quality standards to ensure that operational targets and schedules are achieved Supports interface with program leadership, both in the field and at headquarters and ensures a direct line of communication, collaboration, and partnership to enable the deployment of REs on a nationwide basis. Develops short and long-range goals and oversees activities to meet the operating goals and objectives of the ORP lease-construction programs Plans work to be accomplished by subordinates, establishing, and adjusting long and short-term priorities and schedules Develops performance standards and evaluates subordinates' performance consistent with CFM practices provides advice, counsel, or instructions on technical procedures, policy, or administrative matters Work Schedule: Monday through Friday, 8:00 am to 4:30 pm Compressed/Flexible: May be available Telework: Available - Ad Hoc telework (situational telework) as determined by the agency policy Virtual: This is not a virtual position. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Both Professional Engineers and Architects have Individual Occupation Requirements (IORs) that must be met in addition to the specialized experience listed below. General Engineering Series 801, Individual Occupational Requirements Architecture Series 808, Individual Occupational Requirements You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing strategies and plans for providing continuous, high quality, professional, efficient and effective engineering/ architecture expertise needed to support the construction of major lease projects; Providing oversight, direct supervision and authority that is closer to mission execution where resolution to operational issues can be expedited in a timelier fashion and managing resources and workload ensuring proper staffing levels for all lease projects; Taking ownership of Resident Engineer/ Architect technical and support issues, judging situations rationally and objectively, considering risks associated with decisions, and proposing viable alternatives in deciding on a course of action to solve day-to-day coverage and/or technical problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
