Duties

You will lead the development of performance measures related to NIWC Pac Knowledge Management (KM) and Center-wide Process Improvement transformation goals, objectives, milestones and deliverables.,You will analyze problems to identify significant factors, gather pertinent data and recognize solutions; plan and organize work; and communicate effectively orally and in writing.,You will develop, analyze and implement policy and program guidance governing the implementation of NIWC-PAC Knowledge Management and process improvement initiatives.,You will develop and apply processes, practices and techniques for the production, management and sharing of both explicit and tacit knowledge across NIWC _PAC using a wide array of KM technologies.,You will prepare and present NIWC PAC KM and Process Improvement briefings and trainings as required. Develops training plans and materials for teaching NIWC PAC how to access and use KM capabilities.,You will identify, recommend and execute areas for process automation through the adoption of 21st Century KM tools across NIWC Pacific.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Provides oversight and coordination for Branch execution, strategic planning, administration and management. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinates and integrates policies, technologies and tools with KM supported applications to ensure information security, scalability and compatibility with enterprise KM systems within the US Navy and DoD information enterprise long range plans. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Analyze problems to identify significant factors, gather pertinent data and recognize solutions; plan and organize work; and communicate effectively orally and in writing. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifies, determines, structures, shared and controls knowledge to maximize accessibility and availability for the non-homogenous needs of NIWC PAC. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector: Providing oversight of Center-wide content repositories and processing improvement initiatives in support of transformation goals, objectives, milestones, and deliverables. This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6. This position is covered by the Department of Defense Priority Placement Program.
