Brief Job Description:

Works under the general supervision of the IDD & BHS Applications Software Development Manager and Database Architect. The Systems Database Development Analyst V performs advanced senior-level database analysis, design, administration, and support work for enterprise data systems.

Work involves planning and overseeing database operations; ensuring effective storage, retrieval, integration, customization, and archiving of data; developing and implementing database standards, policies, and procedures; monitoring and improving database performance; and ensuring data integrity, security, availability, and recoverability.

Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment in support of the HHSC Division for Intellectual and Developmental Disabilities and Behavioral Health Services.

Responsibilities include designing, configuring, administering, and supporting databases to ensure the integrity, security, performance, and accessibility of agency data.

Responsibilities also include supporting analysts and other users in accessing reliable information, maintaining stable and efficient database operations, and coordinating database changes across development, test, and production environments. The position will focus on Oracle 19c or higher databases, Informatica/Oracle Data Integrator (ODI)/similar ETL jobs, SSRS and Power BI reporting solutions, and data warehouse structures.

This position is classified as a full-time position (40 hours a week). Work outside of regular business hours may be required to support releases, maintenance, incident response, and recovery activities. Travel to other work locations may be required. Performs other duties as assigned.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

1. Oversees and/or evaluates database software packages and tools for implementation as directed by the Database Architect. Oversees, analyzes, and supports the design, modification, installation, upgrade, and maintenance of database structures and database management software. Oversees logical and physical data modeling, evaluates relational database models, reviews physical data models derived from logical designs, monitors database performance, and recommends or implements efficiency and capacity improvements. Coordinates database migrations, upgrades, and related testing to ensure changes are validated and production ready. (30%)

2. Conducts performance and operational testing procedures to ensure the proper operation of databases and related solutions and troubleshoots potential problems through analysis, testing, and remediation. Testing may include the generation of test data, development of test scripts and execution sequences, validation of migration results, review of backup and recovery processes, examination of test results, debugging of detected errors, and documentation of recommended improvements. Uses current software development methods, database administration practices, and established standards to ensure quality, reliability, and maintainability. (30%)

3. Oversees and evaluates the implementation of database security standards, controls, and authorized user access levels. Develops standards, guidelines, policies, and procedures designed to ensure the integrity, security, confidentiality, and recoverability of the database environment and ensures that database design and administration activities comply with HHSC standards. Supports auditing, access review, and protection of sensitive data as applicable. (20%)

4. Provides status reports on enhancement activities and the resolution of issues impacting systems. Notifies the immediate manager of critical issues affecting the system's ability to deliver services as designed. Attends regular status meetings to update team members, including developers, business analysts, database administrators, architects, and project managers, on the progress of assigned work. Regularly updates assignments in the agency ticketing system to support coordination and visibility across the project team. Communicates technical and non-technical information through email, telephone, and formal presentations regarding system functionality, data collection processes, release activities, risks, and other issues as needed for internal and external stakeholders. (10%)

5. Facilitates information sharing to ensure knowledge transfer and the elimination of single points of failure for supported systems. This includes one-on-one discussions, group sessions, review of system documentation, preparation of documentation illustrating system architecture, workflows, operational procedures, recovery considerations, and dependencies for project deliverables. Provides recommendations to the immediate supervisor, other management team members, and system stakeholders regarding implementation strategies, support readiness, and long-term maintainability. (5%)

6. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.  Such participation may require an alternate shift pattern assignment and/or location. (5%)

  

Knowledge, Skills and Abilities (KSAs):

Knowledge of Software Development Life Cycle (SDLC) principles and procedures.

Knowledge of website and database development processes and practices.

Knowledge of Oracle 19c database architecture, database administration concepts, and performance tuning practices.

Knowledge of database security principles, backup and recovery concepts, and data integrity controls.

Knowledge of and familiarity with the Visual Studio development suite.

Knowledge of project management and work tracking tools such as Azure DevOps, Microsoft Team Foundation Server, or similar tools.

Skills in common practices and techniques for the electronic exchange of data such as Informatica, Oracle Data Integrator, or similar tools.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major coursework in Computer Science, Software Engineering, Information Systems, or a related field. Direct work experience may be substituted on a year-for-year basis. Minimum of eight years of experience as a Systems Database Analyst, Database Developer, Database Administrator, or in a similar role supporting enterprise database solutions.
