Description of Job

The TPS Protest unit executes the necessary statutes pertaining to business tax programs that are automatically assessed by the GenTax system, which is governed by the Department of Revenue including management of program data and usage. It applies the statute that requires that any claimed refund be applied to any outstanding balance due owed to the Department. Furthermore, it resolves disputes that might result from a tax delinquency or non-filer assessment. This can include the waiver or adjustment of tax, penalty, penalty-interest, and/or interest.

This position is responsible for resolving business tax delinquencies, reviewing intercepted refunds, determining the accuracy of tax delinquencies and non-filer assessmentsanalyzing accounts, adjusting accounting files as necessary, and communicating with the taxpaying public or their legal representative.


What You'll Do:
  • Resolve Business Tax Protests: Analyze and resolve taxpayer protests across multiple business tax programs, including sales, use, withholding, and gaming taxes.  

  • Evaluate Assessment Accuracy: Review routine and non-routine tax liabilities to ensure they comply with current guidelines before they are officially issued.  

  • Perform Account Maintenance: Balance accounts, open or close tax files, and add specific tax type profiles within the system.  

  • Manage Financial Adjustments: Issue appropriate tax assessments, process tax refunds, or cancel existing assessments as required.  

  • Determine Penalty Waivers: Evaluate the validity of penalty assessments to decide if a waiver or financial adjustment is legally warranted.  

  • Draft Tailored Correspondence: Respond to incoming mail and web messages by writing custom or pre-written letters to request information or explain tax decisions.  

  • Process Contractor Exemptions: Review high-volume DR 0172 applications under tight deadlines to approve certificates or issue rejection notices based on legal statutes.  

  • Educate the Taxpaying Public: Answer complex inquiries regarding tax regulations, registration procedures, rate determinations, and form corrections.  

  • Conduct Fiscal Year-End Testing: Audit assigned accounts and document liability accuracy within specialized tracking sheets for the Controller.  

  • Resolve System Payment Errors: Partner with the Research Section to manually post and correct payment discrepancies when large-scale system errors occur.

Minimum Qualifications:

Education/Licensure/Certification/Experience:

High school diploma or General Education Diploma (GED)


Two (2) years of experience in an occupational field related to the work assigned to the position


Substitutions

Additional appropriate education will substitute for the required experience on a year-for-year basis


Preferred Qualifications:

The ideal candidate will possess the following skills:

  • At least one year of experience in Sales and Use taxes, Withholding taxes, and in GenTax navigation
  • Proficient with Google Suite
  • Strong problem-solving skills

Conditions of Employment with the CDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. 


As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.


Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle. 

To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who: 

  • Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
