Description of Job
The Taxation Division promotes voluntary compliance with all tax laws through information, education, assistance and customer service. The Discovery Section aims to detect non-compliance with state tax laws and promote voluntary compliance among all taxpayers. The program strives to restore basic fairness with the tax-paying public by establishing an image of the Department of Revenue's tax administration as fair but firm.
Our Discovery Section is seeking someone who is passionate about leading people as a Tax Examiner III. This position determines and assesses state-administered taxes using federal and state statutes, regulations, section policies, procedures, rules, and standards to determine underpaid, over-claimed, and unreported taxes. As a Tax Examiner III, you can expect to lead in training and be a resource regarding statutes, policies and procedures. Additionally, this position monitors and adjusts the workflow, evaluates the examiner's performance, and manages the projects under their team.
Primary Duties:
Work Unit Performance
Evaluate employee performance using the Revenue Performance Evaluation forms and procedures.
Establish performance plans with employees and determine production standards. Initial contact in the grievance process.
Prepare and maintain employee records to document progress reports and corrective and disciplinary actions.
Staff Management
Interview applicants and make hiring recommendations.
Train new employees and provide ongoing training based on the needs of current employees.
Create procedures for new projects and keep current procedures updated.
Manage leave balances, leave requests, and timesheets.
Compile production statistics from employee and section-generated reports.
Operation Guidance
Sample and test new and ongoing projects for accuracy and to ensure compliance with federal and state statutes and departmental policies.
Respond to protests and inquiries that have escalated to a supervisory level. Use section/departmental policies and federal/state statutes to ascertain the correct response.
Create and update guidance resources, section procedures, and training materials based on regulatory changes and adjustments.

Minimum Qualifications:
Education/Licensure/Certification/Experience:High school diploma or General Education Diploma (GED)
Four (4) years of experience in an occupational field related to the work assigned to the position
Additional appropriate education will substitute for the required experience on a year-for-year basis

Preferred Qualifications:
The ideal candidate will possess the following skills:
One year of experience working with federal transcripts, federal and state statutes, section policies, procedures,rules, and standards regarding taxes.
Ability to demonstrate a working knowledge of Discovery Section projects
Proven work experience in a supervisory role, including:
Monitoring the productivity of a team and providing constructive feedback and coaching.
Leading teams and implementing plans to complete projects
Advanced skills or experience with Microsoft Word, Excel, Fast Enterprise's GenTax system, Datastores, and Testing environments
Excellent interpersonal, communication, and customer service skills
Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:
Have an assigned State fleet vehicle
Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle
