About this role

Overview:
Modern Technology Solutions, Inc. (MTSI) is seeking a Technical Baseline Manager to support next‑generation space systems. You will work with interdisciplinary teams across government, industry partners, and MTSI technical experts to architect, integrate, test, and deliver resilient space-based mission capabilities. This role is central to developing and maintaining technical baselines, interface documentation, and system engineering artifacts that drive major program decisions.
You must thrive in high‑tempo environments, demonstrate technical leadership, and provide trusted advisory support to senior program managers on complex space-system integration issues.

Responsibilities:
  • Develop, integrate, and manage Technical Requirements Documents (TRDs), Interface Control Documents (ICDs), and Model‑Based Systems Engineering (MBSE) products.
  • Lead technical baseline management efforts across system segments, ensuring consistency, traceability, and configuration control.
  • Provide expert systems engineering guidance for design reviews, requirements verification, technical evaluations, and integration milestones.
  • Support architecture development for EM and Tactical ISR systems, ensuring alignment across payloads, ground systems, and mission threads.
  • Conduct detailed problem analysis, generate data‑driven technical reports, and brief senior DoD stakeholders on findings and recommended actions.
  • Coordinate technical changes across government and industry stakeholder groups through formal review boards (e.g., CCB, ERB).
  • Support system integration and test planning, including CONOPS development, verification approaches, and interface management.
  • Collaborate with multidisciplinary teams to implement solutions spanning hardware, software, and mission operations.
  • Provide acquisition and programmatic input to inform key decisions across the lifecycle of advanced space missions.

Required Qualifications:
  • 4+ years experience in large‑scale space systems engineering, integration, or development programs.
  • 2+ years experience developing and managing technical specifications, ICDs, CONOPS, architectural designs, and integration/test plans.
  • Experience leading requirements and interface‑management efforts for major programs.
  • Experience presenting and coordinating technical changes across large stakeholder groups or review boards.
  • Familiarity with configuration control processes.
  • Proficient with Microsoft Office tools (Excel, PowerPoint, Word).
  • Knowledge of systems engineering standards, including IEEE 15288.1 and IEEE 15288.2.
  • Clearance: Active Top Secret Clearance and ability to acquire SCI / SAP Access
  • Bachelor’s degree in Engineering, Mathematics, Physics, or Computer Science.

Desired Qualifications:
  • Experience integrating and testing space‑based remote sensing systems, including SBIRS, Next Gen OPIR, FORGE, WSF‑M, or EWS.
  • Experience applying MBSE methods to manage system definitions and technical baselines.
  • Experience with Jira, Confluence, or similar workflow tools.
  • Experience with SysML, CAMEO, Enterprise Architect, or DOORS NextGen.
  • Familiarity with DoD 5000.01 / 5000.02 acquisition policy.
  • Knowledge of Agile development and mission‑thread analysis.
  • TS/SCI clearance desired.
  • Master’s degree in Engineering, Mathematics, Physics, or Computer Science.
  • INCOSE ASEP/CSEP/ESEP certification highly desired.
