Duties

Manages initiatives including the extension of transmission network support to customers transitioning service from specific leased or redundant data networks to the common-user network managed by this division.,Provides technical support and guidance to staff in matters relating to the planning and implementation of a wide range of telecommunications efforts that typically extend and apply to an entire organization or major components of an organization.,Supports customer requirements, reviews plans, programs, and funding for the management of Defense Information Systems Network (DISN) Optical, Asynchronous Transfer Mode (ATM), Promina, systems and network management, voice, data, and video.,Ensures that the technical and programmatic elements of the DISN transmission layer will form a transmission layer that is efficient, cost effective, survivable, and responsive to user needs.,Ensures that programs/projects are consistent with overall telecommunications policies and objectives, funding and manpower requirements, plans and schedules; and that required logistics, training and other support are provided.,Manages budgets, analyzes expenditures, manages implementation plans, develops and implements configuration management and control procedures, manages transmission contracts, and develops customer requirements, Requests for Proposal (RFP).

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Education: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Specialized Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Qualifying Experience: To qualify at the GG-12 grade level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience planning, managing, and implementing telecommunication initiatives; OR providing technical support; ensuring project/program are consistent; OR managing policies, procedures, budgets, analyzing expenditures, plans and development. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. Education

There is no substitution of education for the qualifying experience at the GG-12 grade level. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education . Other Information

This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. Accepting this position, you may be required to serve a 3 year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. Telework availability will be based upon the mission requirements and supervisory determination. Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
