TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.


A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the AAB Director of the Assessment Section, the Test Development and Admin Specialist III:


1. Statewide Assessment Program Leadership - Provides statewide leadership for the planning, development, implementation, administration, evaluation, and continuous improvement of Hawaii's assessment and accountability initiatives and systems. Establishes and enforces program goals, policies, procedures, and technical operational standards for statewide assessments. Authorizes long-range assessment strategies aligned with Board of Education (BOE) priorities, federal mandates, and strategic educational goals to improve student achievement and educational outcomes.

2. Assessment Design, Technical Quality, and Innovation - Oversees the design, validation and continuous psychometric improvement of statewide assessments, achievement standards, and complex score-reporting methodologies. Directs activities ensuring test validity, reliability, comparability, accessibility. Evaluates and authorizes the integration of innovative measurement practices, including artificial intelligence exploration and applications, automated scoring systems, innovative assessment models, technology-enhanced evaluation models virtual student simulations, assessment research, and other emerging educational measurement practices designed to improve assessment quality, efficiency, and usefulness.

3. Federal Compliance, Accountability Systems, and Peer Review - Directs statewide efforts to ensure compliance with the Every Student Succeeds Act (ESSA), federal assessment regulations, and related state requirements. Directs and defends federal peer review activities, accountability system development and implementation, accountability reporting, and related federal and state initiatives. Collaborates with Department offices, schools, vendors, and external partners to ensure assessment and accountability systems meet statutory, regulatory, and technical requirements. Represents Hawaii in national assessment and accountability organizations, committees, and collaborative initiatives.

4. Assessment Operations, Vendor Management , and Strategic Partnerships - Directs statewide assessment operations, including test administration, scoring, reporting, data management, test security, contract administration, procurement activities, budget planning, and resource allocation. Oversees assessment vendors and contractors to ensure successful implementation of statewide assessment programs and fulfillment of contractual requirements. Develops and maintains strategic partnerships with assessment consortia, higher education institutions, research organizations, state agencies, and technology providers to support assessment innovation, program improvement, and organizational effectiveness.

5. Executive Consultation, Communication, and Stakeholder Engagement - Provides technical expertise and policy guidance to Department leadership, Board of Education members, legislators, schools, educators, families, and community stakeholders regarding assessment, accountability, educational measurement, and emerging technologies. Develops executive reports, policy recommendations, legislative testimony, public presentations, briefing materials, and technical documentation. Communicates complex assessment and accountability information to diverse audiences and facilitates stakeholder understanding of statewide assessment programs and initiatives.

6. Personnel , Fiscal, and Resource Management - Supervises professional and support staff assigned to the Assessment Section. Establishes priorities, assigns work, evaluates performance, supports professional development, and ensures efficient use of personnel and fiscal resources. Develops and monitors budgets, expenditure plans, and resource allocations necessary to achieve statewide assessment program goals and objectives.

7. Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a master's degree in education with specialization in educational psychology or any other field of education which included coursework in research, statistics, measurement and evaluation.

Education Substitution: Master's degree from an accredited institution in public administration, statistics, research methodology, curriculum and instruction, assessment, or a closely related field.

Desired Education: Doctoral degree in a field listed above.

Experience: Eight (8) years of progressively responsible professional work experience in education, of which four (4) years shall have been in teaching and four (4) years in educational testing and measurements.

Experience Substitution: Eight (8) years in educational assessment or measurement, accountability systems, research and evaluation, or closely related areas. 

Desired Experience: Leadership of large-scale assessment programs, assessment vendor management, federal ESEA/ESSA accountability and assessment requirements, educational measurement and psychometrics, strategic planning and program administration, and supervision of professional staff.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; educational statistics; theory of measurement and evaluation; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules regulations, and administrative procedures pertinent to the area(s) of assignment; principles and practices of supervision. 

Desired Knowledge: Large-scale educational assessment systems, educational measurement and psychometric principles, assessment development and administration, achievement standard setting, score reporting, accountability systems, educational research methods, statistical analysis, federal and state assessment requirements, ESSA accountability provisions, program evaluation, strategic planning, public-sector administration, project management, vendor and contract management, emerging technologies, and artificial intelligence applications in education and assessment, Department organizational structures.

Ability to: Plan, direct, coordinate and evaluate testing services; communicate effectively with others both orally and in writing; deal effectively with federal, state and departmental officials to accomplish program goals and objectives; operate computer and other business machines; maintain awareness of developments in educational tests and measurements 

Desired Ability to: Lead complex statewide educational programs and initiatives; develop and implement strategic plans; analyze and interpret technical, statistical, policy, and operational information; manage large-scale assessment programs and vendor contracts; oversee federal compliance and accountability activities; evaluate and implement innovative assessment and technology solutions; supervise and develop professional staff; prepare reports, presentations, testimony, and policy recommendations; build collaborative partnerships with local, state, and national organizations; exercise sound judgment in addressing complex educational, technical, and operational issues.

Supplemental Information

SALARY RANGE: EOSR-8, $119,706 to $169,453. 


Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.


WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday

New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.

12-month certificated employees enjoy a range of competitive benefits:

  • Holidays:  Employees observe paid holidays during the school year provided that all conditions under the respective collective bargaining agreement are met. 
  • Vacation:  12-month certificated employees earn 21 days per year.
  • Sick Leave:  12-month certificated employees earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance:  If eligible, the State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance:  The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan:  Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts:  Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan:  The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA):  If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation:  The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance:  Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security:  As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation:  If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining:  Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
