We are looking for a  for a Tribal and Community Liaison the Government Relations Division, Office of Community Living!


The Government Relations team includes staff performing the functions of state, federal and tribal relations and works closely with the Legal, County & Partner Relations and Communications divisions in the Policy, Communications, & Administration (PCA) office. The Legislative Relations work unit exists to communicate on behalf of the Department with the General Assembly and to provide legislative recommendations to the Executive and Leadership Committees through research and analysis of state, local, and federal policy and issues. This team includes the Legislative Liaison and the Legislative Analyst and reports to the Government Relations Division Director. 


Description of Job

Position Summary

The Tribal and Community Liaison serves as the Department's staff authority on tribal relations and rural stakeholder engagement. This position is responsible for building and maintaining strong relationships with Tribal Nations, rural governments, rural legislators, and community partners across Colorado. The role serves as a key liaison between HCPF and tribal and rural communities, ensuring meaningful engagement, effective communication, and collaboration on policy and program initiatives.

The position also provides project management and oversight for Tribal Rural Health Transformation Program (RHTP) activities, supporting successful implementation of grant-funded initiatives and advancing health equity for tribal and rural communities.

Key Responsibilities

Tribal and Rural Relationship Management
  • Serve as the Department's staff authority on tribal relations and rural stakeholder engagement.
  • Develop, maintain, and strengthen relationships with Tribal Nations, tribal leadership, rural governments, rural organizations, and community partners throughout Colorado.
  • Lead tribal relationship management activities, including communications, consultation support, stakeholder engagement, and relationship-building initiatives.
  • Establish and improve processes, standards, and strategies for tribal and rural communications and engagement.
  • Provide internal education and guidance regarding tribal communities, tribal sovereignty, rural communities, and culturally responsive engagement practices.
  • Collaborate with departmental leadership to proactively identify and address issues impacting tribal and rural populations.
Legislative and Stakeholder Engagement
  • Coordinate with Division leadership to conduct outreach to rural caucus members and rural legislators.
  • Serve as one of the Department's primary representatives to rural legislators and tribal partners statewide.
  • Communicate program, policy, and operational changes affecting tribal and rural communities.
  • Facilitate productive partnerships and collaboration among tribes, state agencies, local governments, legislators, providers, and community organizations.
Representation and Consultation
  • Represent HCPF at tribal, rural, and stakeholder meetings across Colorado.
  • Participate in formal tribal consultations, Colorado Commission of Indian Affairs meetings and related subcommittees, Rural Health Transformation Program meetings, and other tribal and rural engagements.
  • Ensure consistent Department presence and responsiveness in tribal and rural communities.
  • Support implementation of consultation and engagement activities that honor tribal sovereignty and strengthen government-to-government relationships.
Rural Health Transformation Program (RHTP) Project Management
  • Provide project management support for Tribal RHTP initiatives.
  • Develop project plans, timelines, work plans, and implementation strategies.
  • Track project deliverables, milestones, risks, and dependencies.
  • Coordinate activities across multiple teams and stakeholders to ensure successful project execution.
  • Monitor grant requirements and support compliance with Tribal RHTP funding expectations.
  • Collect, analyze, and report performance metrics demonstrating project progress, outcomes, and impacts.
  • Prepare reports, presentations, and updates for leadership, stakeholders, and funding entities.
Program Oversight and Field Engagement
  • Provide direct oversight and support for Tribal RHTP activities.
  • Conduct regular travel throughout rural Colorado to engage with tribal and rural communities, assess program implementation, and support local partners.
  • Identify opportunities to improve service delivery, stakeholder engagement, and program outcomes in rural and tribal communities.

MINIMUM QUALIFICATIONS:

Experience Only:
Seven (7) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
