The Transportation Financial Specialist Senior in this position reports to the Finance Division in Kanawha County. The selected applicant performs advanced accounting support duties. The incumbent is responsible for posting complex journal entries that require the use of specialized accounting procedures, review and approve financial documents in wvOASIS, assisting the supervisor in preparing agency budgets, and examining records to assure adherence to accounting laws and regulations. Performs related work as required.

Position Duties
- Classifies/codes a variety of transactions that require considerable knowledge
- Review and approve financial documents in wvOASIS
- Complex reconciliations, transfers funds, and balances multiple accounts
- Examines accounting records to assure adherence to accounting laws and regulations; verifies calculations and ensures accuracy and validity of transactions
- Prepares and illustrates specialized statements and reports that reflect the relationships among accounts, and which require steady searching and analysis
- Makes complex journal entries and other transactions that require the use of specialized accounting procedures
- Assists supervisor in preparing budget by compiling data, preparing summaries and requests, and/or developing cost projections
- Contact associates and administrators to resolve problems with more complex accounts
- Makes recommendations on the development or revision of agency policies and procedures
- May assign account/department codes
- Train, lead, and/or review the work of subordinate staff
- Leads others with difficult and/or complex financial work in general accounting and payroll
- Creates and interprets varied reports, computer-generated materials, and related data
- Advises agencies on federal and state regulations and local provisions regarding salary and benefit issues
- Advises agencies and develops instructions regarding procedures and methods involved in processing payroll; interprets and explains rules and regulations involving payroll
- Approves annual and sick leave accrual changes when necessary in the human resources/payroll system
- Travel may be required; therefore, a valid driver’s license is required
Minimum Qualifications
- Knowledge of account laws and regulations of agency
- Knowledge of the basic mathematical computations
- Knowledge of automated computer systems
- Ability to detect and correct errors in arithmetic or to refer to proper source for correction
- Ability to gather and compile data for use in financial reports
- Ability to communicate effectively, both verbally and in writing
- Ability to establish and maintain effective working relationships with others
Other Qualifications
REQUIRED TRAINING/EDUCATION
- Bachelor’s degree from a regionally accredited college or university.
- Substitution: Experience in accounting, bookkeeping, budget, or business experience may substitute for the required training/education through an established formula.
- Four (4) years of full-time or equivalent part-time paid accounting, bookkeeping, budget, or business experience.
- Substitution: Successful completion of graduate coursework from a regionally accredited college or university may substitute for two (2) years of the required experience through an established formula.
Promotional Only: Two (2) years of full-time or equivalent part-time paid experience as a Transportation Financial Specialist 2.
